SUBJECT: Call for Expression of Interest (EOI) – Financial Service Providers for Cash-Based Intervention (CBI) Programming in Sudan |
ADRA Sudan (the Adventist Development and Relief Agency) is an International Non-Governmental Organization (INGO) registered and operating in Sudan, providing principled humanitarian assistance and development programming to vulnerable and conflict-affected populations across the country.
In line with our ongoing and expanding Cash-Based Intervention (CBI) programming – including Emergency Cash Transfers, Multipurpose Cash Assistance (MPCA), and market-based livelihoods support – ADRA Sudan is issuing this Call for Expression of Interest (EOI) to identify, assess, and pre-qualify Financial Service Providers (FSPs) capable of delivering cash and voucher assistance reliably and securely to beneficiaries across multiple states of Sudan.
Given the complex operational environment, including ongoing displacement, constrained banking infrastructure, internet disruptions, and liquidity challenges, ADRA Sudan seeks FSPs with demonstrated capacity to deliver large-scale cash transfers through diverse modalities, including but not limited to: over-the-counter (OTC) cash distribution, mobile money, smart card systems, and armoured vehicle direct delivery.
This EOI is the first step in a two-stage procurement process. Shortlisted FSPs will subsequently be invited to respond to a formal Request for Proposal (RFP) containing detailed programme requirements. Submission of an EOI does not constitute a commitment by ADRA Sudan to proceed with any procurement contract.
