General Requirements 1. Must Be Registered to conduct the business and in compliance with federal governments tax regulations in Susan. 2. Experience supplying International Organizations, Non-Governmental Organizations, or large private companies will be an advantage. 4. CRS retains the right to reject, cancel, negotiate, amend, split and accept any offer, without consideration of the lowest offer. 5. This is an invitation to vendors and is not a promise or obligation that CRS will contract with suppliers through the submitted offers. 6. Relevant bid committee may request for physical samples of some items during evaluation process of bids. |

Scope of Work (SoW): Needs assessment and Gender analysis and report preparation for Toward Resilience in Sudan (TRIS), CRS Sudan
Background: Sudan has been characterized over the past two decades by conflict, displacement, and grinding poverty that continues to cause widespread food insecurity, malnutrition, and a virtual breakdown in governance and cooperation. In the Darfur region, communities have limited resilience, unable to mitigate shocks and recover from crisis. Over 5.39 million people in Darfur need humanitarian assistance to meet basic needs, with reliance on negative coping mechanisms that often erode or deplete assets. [i] The five Darfur states have some of the highest prevalence of population in crisis or worse levels of food security, ranging from 17 – 20%.[ii] Recent conflicts have caused continued waves of displacement, with an estimated 2.2 million internally displaced people in Darfur.[iii] Communities face natural hazards, exacerbated by climate change, such as drought, floods, pests, and extreme temperatures, and cope with these hazards by deepening the exploitation of limited natural resources; this results in worsened environmental outcomes and conflict between the farming and pastoralist production systems. Farmers depend on their production to feed their own households and on selling products to buy supplementary items from the market, while pastoralists depend more on buying food items from the market.[iv] Few households utilize improved agricultural practices and technologies, as they have limited skills and resources. Within the total people in need of humanitarian assistance in Sudan, majority are female, children, persons with disabilities.[v] In Darfur, women are identified as the most vulnerable groups in terms of access to land, income, participating in decision making and so on.
CRS Sudan is keen to address all these problems through exploring the community’s priority needs and further gender gap analysis to include in potential new project development.
This scope of work has two-fold objects; i) To understand the communities needs through needs assessment developing and using qualitative data collection methods and tools, ii) Gender gaps analysis and recommending strategy aligned with gender needs.
Objectives:
- To understand the major gaps/bottlenecks of the vulnerable households in access to food, natural and agricultural resources, and nutrition services.
- To understand who are the mostly affected with what extent due to these gaps (disaggregated by gender, household composition, farmers, pastoralists, host, returnees/IDPs and refugees)
- To understand/explore the priority needs of the vulnerable households and recommend strategies to address the needs
- To understand how gender and age differences in access and control over resources, division of labour, norms and relations influence food security, NRM/Agriculture and nutritional service access and utilization
- To explore gender norms that facilitate or act as a barrier to female/youth/adolescent engagement in taking an active role in protecting and promoting the natural/agricultural resources and nutrition services
- To identify strategies and solutions to address the gender related barriers to influence food security, NRM/Agriculture and nutritional service access and utilization and the promotion of best practices
Methodologies: participatory methodologies and tools will be used to understand the objectives
Secondary review: To understand and capture the ongoing context/challenges and community’s needs, secondary documents review from UN, WFP/FAO and other international organizations will be very helpful for this assignment
FGDs: To understand the bottleneck/gaps and needs of the vulnerable households and gender analysis number of FGDs need to be conducted with different groups (like male, female, youth, farmers, pastoralist, host and refugees)
KII: To collect data from the key personnel from the line ministries, HAC, other institutions and NGOs Key Informant Interview will be used, and validated data collected from other sources
Responsibilities:
Data collection from the field: The field level data collection through FGDs and KII will be collected by the partners and each partner will send the FGDs/KIIs notes to the consultants to summarize, analyze and report writing
Secondary review: The Consultants will collect and review relevant secondary reports on resilience, food security, agricultural and nutritional services in Darfur from UN/WFP and other international organizations
Qualitative data analysis and Report writing: Consultants will review FGDs and KIIs notes from five Darfur states. Consultants will be responsible for doing in-depth analysis, drafting, and finalizing the reports.
Deliverable:
- Consultant(s) need to develop and submit the needs assessment and gender analysis/data collection tools
- Consultant(s) need to submit draft and final analytical report (including two sections Needs Assessment and Gender Analysis) including annexes of secondary reviews, FGDs and KII notes
Time frame:
The consultancy team will take total 14 working days to complete this assignment that will start from December 12, 2021, to January 6, 2022.

Qualification and Experiences of Consultancy team (Need two consultants; one needs assessment expertise and one for gender analysis expertise):
- Consultant should be a master’s degree holder with a major Economic, Development Studies, Social Science/Anthropology or other relevant degree
- He/she should have previous experiences to carry out similar type of assessment/studies
- She/he should have very good experiences in qualitative research, data analysis and reporting
- Previous experiences with CRS including a good performance will get an advantage
Accountability to: The consultants will be accountable to Adalla, Cecilia Cecilia.Adalla@crs.org (Chief of Party of RISING II).
Compensation
- The consultant will receive $XXX per day for consultancy fees. CRS will make the payment to the Consultant via bank transfer once the Chief of Party (CoP) of RISING II project verifies that the work has been completed in a satisfactory manner.
