Scope of Work for renovate 4 Health facilities at Red Sea State
Catholic Relief Services (CRS), an international relief and development agency, committed to the alleviation of human suffering, the development of people and fostering of charity and justice in the world irrespective of race, creed, or nationality. CRS seeks qualified Engineering entity to renovate 4 health facilities at three localities Toker, Agig and Haya of Red Sed Sea State.

Conditions: The bidder should have:
Primary Functions:
Under the overall guidance and direct supervision of CRS project Engineer, the bidder should supply and install sewerage system, construct septic tanks, rehabilitate existing septic tanks, construct manhole champers, construct soak away, rehabilitate existing latrines, construct new latrines, provide and install hand washing facilities, rehabilitate roof, rehabilitate windows, paint buildings, construct fencing.
The main objectives of this renovating for health facilities to improve health facility infrastructure in Tokar, Agig and Haya localities, the upgrading activities include the following basic activities in the bill of quantities:
All activities should be implemented in line with Sudan standards and guidelines and meet the below general specifications
a) Materials and General Workmanship
Safety: Excavations are dangerous and liable to collapse, particularly in wet weather or waterlogged ground. The Contractor shall take all necessary precautions to ensure that all excavations are properly protected to prevent accidental or unauthorized entries. Excavations more than 1.2m deep shall not be entered unless they are shored up with wooden or other temporary bracing. The Contractor shall be responsible for safety, and be liable for any accidents, which may occur.
Clearing: If there are unnecessary trees or objects, those to be removed. If any objects are buried under the ground, those have to be reported and relocated carefully.
Concrete: If hand mixing, a clean dry platform of level boards shall be used. Concrete shall not be mixed on the bear ground. If machine mixing, use a cubic gauge box or equivalent to measure materials. Do not mix more than 4 minutes. Cement must be fresh and delivered in sealed bags to the site. Partially used bags shall not be accepted. Sand shall be rough, known as river sand and free from contaminants such as oil, clay, silt, or organic matter.
Coarse aggregate (stone) shall be about 15mm in size. The largest acceptable stone size shall be 30mm. It shall be clean and free from contaminants such as oil, silt, soil, wood, metal, or vegetable matter. Water shall be clean and free from oil, acid, or organic matter. Do not add water more than necessary.
Brick: Ordinary red bricks shall be used that are well burnt and one piece, i.e. not broken. Under-burnt bricks shall not be used. Contractor shall allow Client to break a few bricks to examine the quality. Those are 200W x 60H x 100T in size. Damp bricks with clean water before laying them on to the working wall. Cement mortars need to stay wet. Mortar bed shall be around 20mm thick at maximum. Keep brick bond evenly. Use tooth / tie bricks at corners and wall joints. Cover walls with wet materials to cure mortar slowly.
Use suitable ladder wire reinforcement where specified.
Mortar/Plaster mixture: rough sand shall be used for mortar and fine river sand for plaster. Plasters on brick walls shall be made with enough keys as deep as 10mm or more. Mixing ratio of mortar or plaster shall be varied depending on type of walls or places to use;

* Use of lime is optional for mortar. **Sand shall be clean, i.e. free from oil, clay, silt, or organic matter. Water shall be clean also.
Formwork: Formwork shall be adequately braced and supported to withstand the pressures of the wet concrete and vibration shocks before it sets. The faces of the formwork shall be smooth and clean so that the faces of the fresh concrete shall not be marked. Mold oil may be used to prevent the concrete adhering to the formwork.
Granite stone foundation: Lay granite stones as thick as 100mm, compact by hammering on top, pour mixed sand/cement, hammer again to let sand/cement sink, bloom on top to fill space among granites with sand/cement. Repeat above until it gets to the required thickness. Level the surface.
Plain concrete slab: Drive 300mm steel level pegs into the granite base and set the slab thickness. Concrete mix ratio is 1:3:6. Vibrate or rammer wet concrete thoroughly, and level against pegs. Pour concrete without a break. Check levels at 4 corners. Drive steel level pegs in the slab when reinforced concrete shall be laid on top before it gets too hard. Cure the slab for 7 days or more covering with water in mornings and evenings.
Reinforced concrete (RC) slab: Clean the slab surface. Set marks at 150mm above the slab surface. Lay iron bars and tie all crossings. Tying wires shall be zig-zag each other against neighboring joints. When RC walls shall be built, L-shaped bars for bottom portion of walls shall be set that are not shorter than 400mm. Raise iron bars so that those come in middle of slab with stone spacers. Remove all unnecessary objects from the surface and give water to make the slab wet. Pour 1:2:4 concrete. Vibrate wet concrete thoroughly. Pour concrete without a break. Check levels at 4 corners. Cure the slab for 7 days or more covering with water in mornings and evenings before subjected to any weight.
Brick walling: Clean and wet surface of the base. For 200mmT walls. Keys shall not be required where plaster is not required. At corners, bricks shall be stabbed alternately as well as brick conforces are overlapping and tied. Top of wall shall be levelled. Cure for 2 or more days.
Roofing: Tying wires for purline shall be embedded under the lintel ring
Fittings: All movements shall be smooth, and all clearances shall not have problems.
Plastering: Plastering shall be varied depending on type of walls or places to use; Slab: Pour plaster to make 40mm thick screed (to be finally determined depending on the finishing quality) on top of the slab. There are a few ways to make screed. It shall be informed Client beforehand. Do not step on the screed before it completely gets dry. Cover it with wet sheets or give water every morning and evening for 7 days. Cure it 7 days or more. Wall: Wall plastering shall be made on all walls in and out and step walls above the ground. Check if there were enough keys. If they were less than 10mm, remove those portions of mortar. Clean keys and wall surface. Use fine river sand for plastering. Wet the wall and keys with clean water immediately before applying plaster. For internal walls, apply plaster as thick as 18mm from floor to ceiling, and 15mm for external walls. Verticality shall be examined throughout the work. Wall finish shall be completely flat. Cure for 3 days or more. Check if there were any removals from bricks by knocking on plaster. If any, remove the portion and re-do.
Painting: Painting shall be commenced after surfaces are completely cleaned up. Use masking tape appropriately where changes colours. It is needed that there are three coatings; one coat primer and two finishing coats. Colour specifications shall be defined later.
b) Pit Excavation
Level the site. Set corner frames that are made from sawn wood timbers and boards. Two latrine buildings shall be aligned. CRS staff shall approve the corner profiles with string marker lines are attached. Allow 100mm out of the pit wall face. Make the bottom completely flat. CRS shall verify the depth and the flat bottom.
c) Base Ring
Build plain concrete and reinforced concrete rings as described in section a) above and the attached drawing.
d) Pit Wall Lining
Before start building bricks, make the middle beam separately as shown in the drawing and cure it enough. Keys are not required on pit walls. Set the middle beam carefully. Set 2 numbers of 1m long 10mmφ iron bars horizontally at each end of the beam. Fill out of walls with river sand.
e) Floor Slab
① Make foundation for latrine room superstructure, partition walls, and hand washing stand by setting granite, plain concrete, and brick walls. ② Set 100mmT brick walls thicker around corridor. ③ Make ring beams to support the floor slab. ④ Fill inside of the walls with mixture of granite and soil. Compact it using a compactor or equivalent. ⑤ Make the slab by setting pit holes, ventilation holes, and manholes appropriately. If precast is preferred, consult it with the Client representative prior to commencement.
f) Superstructure & Partition Walls
Build superstructure and partition walls including hand washing. Set door and window flames appropriately. Make lintel beams including the one for hand washing.
g) Corridor and Steps
Make corridor. Make steps. Number of steps shall be determined at the site. Move dug soil around the toilet. The slope shall not exceed 1/10. Compact it thoroughly.
h) Roofing
Tie purline bars firmly with the beam. Make a hole for ventilation pipe and fill openings with silicon or equivalent. There shall not be leakages of rainwater.
i) Plaster and Screed
The thickness of screed is 40mm. However, it shall be adjusted at the site depending on situations. Seat Making: Detail drawing shall be provided later but seat portion shall have additional 40mm screed; i.e. seat form shall be made within 80mm of screed work.
j) Painting
Do not paint before previous paint gets completely dry.
k) Nameplate
Client shall fix the provided nameplate which shall be placed on the partition wall or according to instruction from client officer.
l) Cleaning and Completion Report
Remove all construction wastes from the site; inside and outside of the area. Rehabilitate any damaged / changed / moved items to original. Remove paint spray or running overs. Client shall admit the completion.
Prepare and submit three sets of following documents:
- Record of works,
- Implemented final drawings,
- Implemented Bill of Quantities.
