Scope of Work: Gender and Protection consultant 

                                                    Duration: 15th Aug to  14th Nov 2021

 

The purpose of this consultancy (15th Aug to  14th Nov 2021) is to provide short-term support the implementation of protection and gender activities under PROSPECT (partnership programme to provide Education, Child Protection, WASH and Health and Nutrition Services for Forcibly Displaced Persons and Host Communities in Eldeian and Asalaya localities)  project that is funded by UNICEF and implemented by CRS.  The consultant will oversee and  participate in the implantation of Protection and Gender activities and report directly to the Senior Project Officer – for the project – Eldaien office.

CRS Sudan provides emergency assistance throughout Sudan, with core funding from WFP, USAID/BHA, and UNICEF. Key sectoral areas for CRS Sudan include food security, livelihoods (on-farm, off-farm and non-farm), nutrition, health, peacebuilding and natural resource management. CRS Sudan manages the financial and procurement needs of the Sudan INGO Forum, based on close coordination with INGO Steering Committee.

PROSPECT Project – East Darfur:

PROSPECTfunded by UNICEF and CSO is targeting 390,000 vulnerable people with severe needs in East Darfur: 80,000 IDPs; 30,000 returnees; 110,000 refugees; and 170,000 host residents. 40% are women/girls, 35% men/boys, and 25% children. The project aims to provide Education, Child Protection, WASH and Health and Nutrition services for forcibly displaced persons and host communities in El Daien and Assalaya localities in East Darfur. The project will carry the following activities:

 

  • 2 advocacy meetings conducted with relevant stakeholders, including government ministry leaders and community leaders, and MNCH uptake enhanced
  • 100,000 individuals (55% female) enhanced their knowledge and practices on key MNCH  and also improved the uptake of key MNCH
  • 3,000 children received the 1st dose of measles in humanitarian situation (1,650 girls and 1,350 boys)
  • 3,240 children benefited from preschool medical examination (1,782 girls and 1,458 boys)
  • 17 communities certified free of open defecation in targeted locations
  • 5,000 individuals reached with messages on appropriate hygiene practices in humanitarian situation (2,750 females and 2,250 males)
  • 6 PHCs  benefited from sanitation and hygiene packages
  • 86,000 individuals received an improve knowledge and have access to safe drinking water (47,300 females and 38,700 males)
  • 8 schools with have access to improved water and sanitation facilities
  • 135 facility staffs trained on hygiene promotion and household water treatment and water management
  • 8,000 (4,000 girls and 4,000 boys) children enrolled in formal or non-formal education and training in targeted school/training centers
  • 2,580 (50% girls) new out of school children accessing formal or non-formal education with direct support from UNICEF/ Prospect partners
  • 8,000 (4000 girls and 4000 boys) children received teaching, learning and recreation materials with support from UNICEF/ Prospect partners
  • 130 (40% female) school management committees members trained and enhanced their knowledge on how to develop school improvement plans
  • 26 targeted schools received school grants
  • 26 school clubs established
  • 660 primary school teachers with enhanced knowledge to provide quality learning with support from UNICEF
  • 420 teachers/ health workers trained on basic child rights
  • 20,300 targeted children (including victims of trafficking) in humanitarian situation benefited PSS and other services
  • 30 social workers trained and improved their knowledge and skills on child protection
  • 100 parents, and community leaders received parental protection sessions and enhanced their knowledge on child protection measures
  • 120 civil registry staffs knowledge and skills improved on birth registration system
  • 2,920 adolescents (including OOSC) in camps and host communities equipped with knowledge and life skills that reduced their vulnerability and protected them from violence (Early Marriage/FGM)
  • 26 new CBCPN & FCPU established and received knowledge and skills on children on move68,132 refugee, host and IDP community members received knowledge on different child protection

Job Summary

Protection and Gender officer position responsible for providing technical support to implement gender &protection activities under PROSPECT, this is included not limited to the following :

 

  • Work closely with the project senior project officer SPO, Logistics, Administration, and Finance departments, initiate and complete proper CRS financial and procurement procedures to ensure punctual and efficient delivery of services and project implementation.
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern.
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement approaches that address the key protection priorities that designed in the project.

 

  • Organize and train both formal and informal the national partners & community groups for effective implementation of protection & Gender components under the project.
  •  Facilitate capacity building/skill upgrading training of the local partners in relation to the activities promoted in the project.
  • Actively participate in all project monitoring visits, assessments and evaluations. and regular filed visits to each village at a schedule agreed upon with the project SPO.
  • Support and contribute to build a coherent integration among the various sectors of the project.
  • Complete all reports in a timely manner.
  • Maintain regular information flow with the project SPO.

 

Coordination and Communication

  • Coordinate the promotion of protection standards ensuring that the intervention is fulfil mainstreaming protection. Coordinate the implementation and monitoring the implantation ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed.

 

Qualifications

  1. University degree in Law, International Law, political Sciences or related field.
  2. Job experience: Minimum of 2 years of relevant professional experience with University Bachelor Degree.
  3. - Languages: Excellent knowledge of English and good working knowledge of another UN language.
  4. Mature individual with experience in emergency programming and project management.
  5. Strong communication skills required.
  6. Effective team leader/member with strong organizational, supervisory and management skills.
  7. Proficiency in Microsoft Word, Excel, and Outlook email strongly preferred.
  8. In depth - Knowledge of region with sensitivity to political, religious, and cultural issues.
  9. Strong understanding of the UN system, integrated missions, the Humanitarian Reform and principles of the Transformative Agenda
  10. Significant understanding of complex emergencies and crisis contexts or fragile environments
  11. Proven communication, public speaking, interpersonal and negotiation skills
  12. Previous work experience in Sudan or fragile environments desired

Key Deliverables

  • Share weekly updates and weekly plan.
  • Share the monthly report.
  • Share field visits reports, this is including trainings, campaigns and other activities details.
  • Provide the relevant inputs during the drafting of the quarterly reports.

 

The consultant and Senior project officer will discuss and agree on additional deliverables during the consultancy start-up.

 

Relationships and Responsibilities

This consultant will be supervised directly by the project senior officer SPO, with maintaining close coordination with SPOs, UNICEF – protection focal point, the project national partner and line government.   

 

Guiding documents

Upon contractual agreement, CRS will share with the consultant any relevant project documents.

 

Safeguarding

The Consultant, as is the case for all CRS staff and consultants, must ensure that CRS Safeguarding Policy is followed at all times.

 

Consultant’s Materials

Consultant agrees to share all documents developed under the consultancy with CRS.

 

Compensation and Logistics

  • CRS will provide a monthly rate for this consultancy between 1200 USD.
