Description:

Save the Children (SC) has been working in Sudan since 1984 to deliver programs to children and communities in need. SC Sudan works across 9 states: Khartoum, Blue Nile, South, West, and North Kordofan, North, West & Central Darfur, and Red Sea states. In South Kordofan State, SC has established a field office in Abugebeha locality in September 2019 where most of the operations exist, this new office will enable SC to improve monitoring frequency to ensure quality implementation. SCI has A good presence in Blue Nile, Red Sea whereas many projects has been implemented there, in addition to that SCI has a team based in Country Office dedicated for Khartoum state projects since 2020.

These Terms of Reference are for baseline evaluation of the EQUIP2 project, called ‘Education Quality Programme for Inclusion, Learning and Retention” in South Kordofan, Blue Nile, Red Sea and Khartoum. The project aimed to: fulfill the right to education and improve the primary education sector in Sudan, with particular attention to the most marginalized groups living in vulnerable situations, including migrants, IDPs, and refugees, especially girls as well as children with disabilities. The project started implementation on May 1, 2021, with an initial end date for 30 April 2024. Save the Children implementing EQUIP1 in two states, South Kordofan and Red Sea State, EQUIP1 has given a significant contribution to the quality of education in both states. Despite of improvement happened due to EQUIP 1 project; there is still a huge necessity to continue to support the improvement of quality education, in particular of the most vulnerable, in RSS and SKS. Hence, four states will be targeted in the new EQUIP (Red Sea, South Kordofan, Blue Nile and Khartoum) base on some criteria such as: include having a considerable number of refugees and IDPs, in addition to the overall education situation comparing to other state localities.

Save the Children Sudan is inviting qualified and competent, registered consultancy firms, individual consultants to submit proposal for Baseline Evaluation EQUIP2 project, ‘Education Quality Programme for Inclusion, Learning and Retention” in South Kordofan, Blue Nile, Red Sea and Khartoum.

 

 

Interested Consultancy firms, individual consultants must submit the following documents:

  1. Cover Letter,
  2. CV of the firm and the baseline evaluation team members with reference details to previous clients and the team/individuals involved in this work with their CVs
  3. Sample of previous work in similar consultancy work (mid-term evaluation/final evaluation/performance assessment). It can be a part of the CV,
  4. Technical proposal to conduct the final project evaluation as per ToRs
