تدعو منظمة هوب (HOPE) المقاولين والشركات الهندسية  المؤهلين والمستوفين للشروط وذوي الخبرة إلى تقديم عروضهم المالية والفنية  لتوريد وتركيب منظومات الطاقة الشمسية لمحطات المياه  في ولاية جنوب دارفور

شروط ومتطلبات العطاء

1/ ألاهلية  والخبرة

• يجب أن يكون المقاول  مسجلاً بصورة قانونية ولديه سجل تجاري وجميع مستنداته مكتملة  وغير مدرج في قوائم الارهاب والعقوبات 
• يجب ان يكون المقاول  مؤهلا فنيا وماليا لتوريد وتنفيذ  المطلوبات ولديه معرفه تامه بطرق العمل مع المنظمات وقطاعات العمل الانساني 

3/  متطلبات العرض المالي

• يجب على المقاول  تقديم عرض مالي بالجنيه السوداني  ساري المفعول وموقع ومختوم رسميًا.
• يجب أن يوضح العرض بوضوح سعر الوحدة، والكمية، والإجمالي، والعملة، وأي ضرائب أو رسوم مطبقة لكل صنف.
• يجب أن يظل العرض ساري المفعول لمدة 30 يوم

4/  مواصفات المواد والمعدات  المطلوبة 

• يجب توريد وتنفيذ وتصنيع وتركيب  جميع المطلوبات وفقا لاعلي مستوي جودة متوفر وأن تكون غير مستخدمة وفي حالة ممتازة .
• لن يتم قبول المنتجات التالفة والاعمال الغير مطابقة أو التي تم العبث بها أو التي تعرضت لاي ضرر نتيجه الترحيل او غيرة .

5/  النقل والتركيب والتسليم

• يتحمل المورد/ المقاول المسؤولية الكاملة عن النقل الآمن والمناسب وتركيب وتشغيل وتسليم جميع المطلوبات إلى الموقع المحدد من قبل منظمة هوب.
• يجب نقل وتركيب جميع المطلوبات وفقًا لشروط الهندسية الموصي بها من الشركة المصنعة.
• يتحمل المورد أي تكاليف إضافية متعلقة بالتركيب او التشغيل او الخدمات المحلية والتركيب و التسليم الموقع المحدد، ما لم يتم الاتفاق كتابيًا على خلاف ذلك.

6/ فترة التسليم

• يجب إكمال توريد وتسليم وتنفيذ جميع المطلوبات  المطلوبة خلال مدة أقصاها 21  يوم من تاريخ الإخطار الرسمي وتأكيد أمر الشراء/العقد، ما لم يتم الاتفاق كتابيًا على خلاف ذلك مع منظمة هوب.
• يجب على المورد توضيح فترة التسليم المتوقعة في العرض المالي المقدم.

7/  الفحص والاستلام النهائي

• يخضع الاستلام النهائي للمواد المطلوبة  للفحص الفعلي والتحقق من قبل مسؤول البرامج والمشتريات  المختص لدى منظمة هوب.
• سيتم فحص الاعمال  ومطابقتها مع أمر الشراء والمواصفات الفنية والعرض المالي ومستندات التسليم المعتمدة.
• تحتفظ منظمة هوب بحقها في رفض أي عمل لا يستوفي المواصفات المطلوبة أو معايير الجودة أو المتطلبات التنظيمية أو شروط التسليم المتفق عليها.
• يلتزم المقاول  باستبدال أي مطلوب  تم رفضة من قبل اللجنة  على نفقته الخاصة ودون أي تكلفة إضافية على منظمة هوب.

8/  شروط الدفع

• يتم الدفع بعد إكمال التوريد والتنفيذ للأعمال المطلوبة والفحص والاستلام النهائي.
• يتم سداد 50% بعد انجاز 70% من العمل بحسب تقرير اللجنة المشرفة والاستشارية
• 50% بعد نسبة انجاز 100% بحسب تقرير اللجنة المشرفة  وقبول جميع الأصناف المطلوبة، وذلك بعد تقديم جميع المستندات الداعمة المطلوبة واستكمال إجراءات المشتريات المعمول بها.ويتم السداد عبر التحويل البنكي عبر التفويض الصادر من المقاول
• يتم السداد بالجنية السوداني عبر التحويل المصرفي ويجب ان تقدم العروض بالجنية السوداني

9/  حق الاختيار

• تحتفظ منظمة هوب بحقها في اختيار العرض الذي يحقق أفضل قيمة مقابل المال ويستوفي المواصفات الفنية المطلوبة ومعايير الجودة والمتطلبات التنظيمية وفترة التسليم وكافة شروط العطاء الأخرى.
• لا يعني تقديم أقل سعر قبول العرض تلقائيًا، إذا لم يستوفِ المتطلبات الفنية أو معايير الجودة أو شروط التسليم أو متطلبات الامتثال.
• تحتفظ منظمة هوب بحقها في رفض أي عرض أو جميع العروض وفقًا لسياسة وإجراءات المشتريات المعتمدة لديها.

المستندات المطلوبة

• إرفاق جميع المستندات الحكومية الرسمية.
• تقديم مستندات تسجيل الشركة سارية المفعول.
• إرفاق جميع المستندات التي تثبت أهلية وقدرة مقدم العرض على تنفيذ الأعمال المطلوبة. بما في ذلك شهادات الإنجاز والاعمال المشابهة
  علي المقاول تقديم جدول زمني يوضح خطة وجدولة تنفيذ العمل

الموعد النهائي لتقديم العروض:

تنويه:

Invitation to Tender: Supply and Installation of Solar Energy Systems for Water Stations in South Darfur State

HOPE Organization invites qualified and eligible contractors and engineering companies with relevant experience to submit their technical and financial offers for the supply and installation of solar energy systems for water stations in South Darfur State.

Tender Terms and Requirements

1. Eligibility and Experience

• The contractor must be legally registered, possess a valid commercial registration and complete official documentation, and must not be listed on any terrorism or sanctions lists.
• The contractor must have the technical and financial capacity to supply and execute the required works, as well as adequate knowledge and experience in working with humanitarian organizations and sectors.

2. Financial Offer Requirements

• The contractor must submit a financial offer in Sudanese Pounds (SDG), duly signed and officially stamped, and valid for the specified period.
• The financial offer must clearly indicate the unit price, quantity, total price, currency, and any applicable taxes or fees for each item.
• The offer must remain valid for 30 days.

3. Specifications of Required Materials and Equipment

• All required items must be supplied, fabricated where applicable, installed, and executed to the highest available quality standards. All materials and equipment must be unused and in excellent condition.
• Damaged products and non-compliant works, including items that have been tampered with or damaged during transportation or for any other reason, will not be accepted.

4. Transportation, Installation, and Handover

• The supplier/contractor shall bear full responsibility for the safe and appropriate transportation, installation, commissioning, and handover of all required items to the location designated by HOPE Organization.
• All items must be transported and installed in accordance with the engineering requirements and recommendations of the manufacturer.
• The contractor shall bear any additional costs related to installation, commissioning, local services, and delivery to the designated location, unless otherwise agreed upon in writing.

5. Delivery Period

• The supply, delivery, and execution of all required works must be completed within a maximum period of 21 days from the date of official notification and confirmation of the Purchase Order/Contract, unless otherwise agreed upon in writing with HOPE Organization.
• The supplier must specify the expected delivery and implementation period in the submitted financial offer.

6. Inspection and Final Acceptance

• Final acceptance of the required materials and works shall be subject to physical inspection and verification by the relevant HOPE Programs and Procurement Officers.
• The works shall be inspected to verify compliance with the Purchase Order, technical specifications, financial offer, and approved delivery documents.
• HOPE Organization reserves the right to reject any work that fails to meet the required specifications, quality standards, regulatory requirements, or agreed delivery conditions.
• The contractor shall replace, at their own expense and at no additional cost to HOPE Organization, any item rejected by the inspection committee.

7. Payment Terms

• Payment shall be made upon completion of the required supply and works, inspection, and final acceptance.
• 50% payment shall be made upon completion of 70% of the works, as confirmed by the report of the supervising and consulting committee.
• The remaining 50% shall be paid upon 100% completion of the works, as confirmed by the supervising committee's report and acceptance of all required items, subject to submission of all required supporting documents and completion of HOPE's applicable procurement procedures.
• Payments shall be made by bank transfer using the bank authorization issued by the contractor.

8. Right of Selection

• HOPE Organization reserves the right to select the offer that provides the best value for money and meets the required technical specifications, quality standards, regulatory requirements, delivery period, and all other tender conditions.
• Submission of the lowest-priced offer does not automatically guarantee acceptance if the offer fails to meet the technical requirements, quality standards, delivery conditions, or compliance requirements.
• HOPE Organization reserves the right to reject any or all offers in accordance with its approved procurement policies and procedures.

Required Documents

Bidders must submit the following documents:

• All relevant official government documents.
• Valid company registration documents.
• All documents demonstrating the bidder's eligibility and capacity to execute the required works, including certificates of completion and evidence of similar projects previously implemented.
• A work implementation schedule outlining the proposed execution plan and timeline.

Site Visit Notice

Contractors wishing to conduct a site visit must coordinate in advance with the HOPE Organization office in Nyala at least three days before the intended visit.

All costs associated with the site visit shall be borne entirely by the contractor, with no additional costs charged to HOPE Organization.

All required items shall be supplied and installed in accordance with the highest quality standards and approved technical specifications. The submitted prices shall include all costs necessary for the supply, installation, operation, and testing of all materials, equipment, including labor, transportation, accessories, consumables, and any other requirements necessary to complete the works and hand them over in full and operational condition, without any additional cost to HOPE.

Target Health Facilities and Scope of Required Works

1. Total Number of Target Health Facilities

• The total number of targeted health facilities is five (5) health centers, distributed across Kass and Al-Salam localities in South Darfur State, as detailed below.

2. Kass Locality – Two (2) Health Centers

1. Tadri Health Center: Supply and installation of a complete solar power system in accordance with the approved technical specifications and Bill of Quantities (BOQ).
2. Tartoura Health Center: Supply and installation of a complete solar power system in accordance with the approved technical specifications and Bill of Quantities (BOQ).

3. Al-Salam Locality – Three (3) Health Centers

1. Abu Ajoura Health Center: Supply and installation of a complete solar power system, in addition to the supply and installation of a water pump for the existing well, including all necessary electrical connections to supply the health center with electricity from the solar power system.
2. Bulbul Tambasko Health Center: Supply and installation of a complete solar power system in accordance with the approved technical specifications and Bill of Quantities (BOQ).
3. Al-Safiya Health Center: Dismantling and removal of the existing solar panel mounting structure and installed solar panels, followed by the supply and installation of a new mounting structure and solar panels in accordance with the technical specifications and quantities specified in the approved Bill of Quantities (BOQ).

4. General Technical Requirements for the Execution of Works

• The scope of work includes the supply, transportation, and installation of all solar power system components on the rooftops of the targeted health centers, in accordance with the approved technical specifications and Bill of Quantities.
• Solar panels and mounting structures must be securely and properly fixed, taking into account sound engineering practices, safety requirements, and quality standards.
• The works shall include all electrical connections and accessories required for the operation of the systems, including the lighting fixtures associated with the solar systems, in accordance with the approved technical specifications.
• The contractor shall execute all works in accordance with recognized engineering and technical standards, conduct the necessary tests, and ensure the operational efficiency and safety of all components following installation.

5. Notice to Contractors

• All interested contractors are required to carefully review the attached Bill of Quantities and technical specifications before preparing and submitting their technical and financial offers. Contractors must ensure that their offers cover all works, components, and accessories required for the complete execution of the project.

المراكز الصحية المستهدفة ونطاق الأعمال المطلوبة

أولاً: إجمالي المراكز الصحية المستهدفة

- يبلغ إجمالي عدد المراكز الصحية المستهدفة (5) مراكز صحية موزعة على محليتي كاس والسلام بولاية جنوب دارفور، وفقاً للتفاصيل التالية:

ثانياً: محلية كاس – عدد (2) مركز صحي

1. مركز صحي تدري: توريد وتركيب منظومة طاقة شمسية متكاملة، وفقاً للمواصفات الفنية وجداول الكميات المعتمدة.
2. مركز صحي ترتورة: توريد وتركيب منظومة طاقة شمسية متكاملة، وفقاً للمواصفات الفنية وجداول الكميات المعتمدة.

ثالثاً: محلية السلام – عدد (3) مراكز صحية

1. مركز صحي أبو عجورة: توريد وتركيب منظومة طاقة شمسية متكاملة، بالإضافة إلى توريد وتركيب مضخة مياه للبئر، وتنفيذ التوصيلات الكهربائية اللازمة لتغذية المركز الصحي بالطاقة من منظومة الطاقة الشمسية.
2. مركز صحي بلبل تمبسكو: توريد وتركيب منظومة طاقة شمسية متكاملة، وفقاً للمواصفات الفنية وجداول الكميات المعتمدة.
3. مركز صحي الصافية: فك وإزالة الهيكل الحامل الحالي للألواح الشمسية والألواح المركبة عليه، وتوريد وتركيب هيكل حامل جديد مع الألواح الشمسية، وفقاً للمواصفات الفنية والكميات المحددة في جداول الكميات والمواصفات المعتمدة.

رابعاً: المتطلبات الفنية العامة لتنفيذ الأعمال

• يشمل نطاق العمل توريد ونقل وتركيب جميع مكونات منظومات الطاقة الشمسية على أسطح المراكز الصحية المستهدفة، وفقاً للمواصفات الفنية وجداول الكميات المعتمدة.
• يجب تثبيت الألواح الشمسية والهياكل الحاملة تثبيتاً آمناً ومحكماً، مع مراعاة الأصول الهندسية ومتطلبات السلامة وجودة التنفيذ.
• تشمل الأعمال جميع التوصيلات الكهربائية والملحقات اللازمة لتشغيل المنظومات، بما في ذلك وحدات الإنارة الخاصة بها، وفقاً للمواصفات الفنية المعتمدة.
• يلتزم المقاول بتنفيذ جميع الأعمال وفقاً للأصول الفنية والهندسية المتعارف عليها، مع إجراء الاختبارات اللازمة والتأكد من كفاءة التشغيل وسلامة جميع المكونات بعد التركيب.

خامساً: تنويه للمقاولين

- يُطلب من جميع المقاولين الراغبين في التقديم مراجعة جداول الكميات والمواصفات الفنية المرفقة مراجعة دقيقة قبل إعداد وتقديم عروضهم الفنية والمالية، والتأكد من شمول عروضهم لجميع الأعمال والمكونات والملحقات المطلوبة لتنفيذ المشروع بالكامل
