  1. Mercy Corps Europe has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 and intends to apply part of the proceeds toward payments under the contracts for the Provision of Full Mechanized Harvesting Services for the Summer Rain-fed Season Across Four Localities.
  2. Mercy Corps now invites sealed Bids from eligible Bidders for harvesting, threshing and packing services, together with the supply and delivery of 100 kg jute sacks, in Alfashaga, Basunda, East Gallabat and West Gallabat localities of Gedaref State. The services include the associated training, environmental and social measures, record-keeping and reporting specified in the bidding document.

  1. Each lot comprises a complete lump-sum service package, with payment against completion and acceptance of the contractual milestones. The services shall be completed by 31 January 2027, in accordance with the implementation requirements specified in the bidding document.
  2. Bidders may submit Bids for one or more lots. Bidders offering discounts for the award of multiple lots shall state the discounts and the methodology for their application in the Letter of Bid. Evaluation and award shall follow the methodology and qualification requirements specified in Section III of the bidding document.

Liquid Asset/Cashflow Requirement

The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be USD 30,000 or equivalent amount.

General Experience

Minimum two years’ experience in mechanized agricultural services, agricultural contracting or similar equipment-based services.

Specific Experience

Satisfactory completion of harvesting and mechanized threshing services covering at least 1,000 feddans within one agricultural season during the preceding five years, through one or more assignments. Previous experience need not be in the project localities.

The complete qualification and documentary requirements, including those applicable to the award of multiple lots, are specified in Section III of the bidding document.

  1. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. The Bidding Document, in ENGLISH, is available for download together with this Specific Procurement Notice on the Sudan-bid website.
  2. Bids must be delivered to the address below:

House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 29th October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 29th October 2026.

 

  1. All Bids must be accompanied by a Bid-Securing Declaration.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  3. Prospective Bidders are responsible for regularly monitoring the Sudan-bid website for any clarification, amendment/addendum, or other information issued in relation to this procurement process. Any clarification or amendment/addendum published on the Sudan-bid website shall form an integral part of the Bidding Document and shall be deemed to have been communicated to all prospective Bidders.
