Overview:

Plan International Sudan invites technical and financial proposals from qualified contractors and companies for the construction of two classrooms as detailed in the tender specifications and conditions below.

BID SUBMISSION CONDITIONS AND REQUIREMENTS

General Bidding Conditions

الشروط العامة لتقديم العطاء

1. Currency / العملة:
2. All financial offers must be submitted in Sudanese Pounds (SDG).
3. يجب تقديم جميع العروض المالية بالـجنيه السوداني (SDG).
4. Price Validity / سريان الأسعار:
5. Quoted prices must remain valid for a minimum period of one (1) month from the bid submission deadline.
6. يجب أن تظل الأسعار المقدمة سارية لمدة لا تقل عن شهر واحد (1) من تاريخ الموعد النهائي لتقديم العطاءات.
7. Bid Completion / استكمال العطاء:
8. Bidders must carefully review all tender conditions and specifications before submission. Any amendment or modification to the bid documents that is not signed and stamped by the bidder will result in disqualification. Unsigned or unstamped amendments will not be considered during evaluation.
9. يجب على مقدمي العطاءات مراجعة جميع شروط ومواصفات طلب العطاء بعناية قبل التقديم. وأي تعديل أو تغيير على مستندات العطاء لا يكون موقعاً ومختوماً من مقدم العطاء سيؤدي إلى استبعاد العطاء. كما لن يتم النظر في أي تعديلات غير موقعة أو مختومة أثناء التقييم.
10. Committee Authority / صلاحيات لجنة التقييم:
11. The Bid Evaluation Committee reserves the right to reject any bid or cancel the tender process for technical or administrative reasons deemed necessary.
12. تحتفظ لجنة تقييم العطاءات بحقها في رفض أي عطاء أو إلغاء إجراءات العطاء لأسباب فنية أو إدارية تراها ضرورية.
13. Winner Orientation / التوجيه والتنسيق مع المورد الفائز:
14. The successful bidder must meet with the Evaluation Committee for orientation and coordination with the relevant technical authority. The successful bidder must agree to deliver the required goods/services in full compliance with all specified conditions.
15. يجب على مقدم العطاء الفائز الاجتماع مع لجنة التقييم للتوجيه والتنسيق مع الجهة الفنية المختصة. كما يلتزم المورد/مقدم الخدمة الفائز بتوريد السلع/تقديم الخدمات وفقاً لجميع الشروط والمواصفات المحددة بالكامل.
16. Bid Submission Method / طريقة تقديم العطاء:
17. Bids must be submitted in sealed envelopes closed with red wax and placed in the designated bid box at Plan International Sudan's office in Kosti (Sarayat neighborhood, east of the Officers Club).
18. يجب تقديم العطاءات في مظاريف مغلقة ومختومة بالشمع الأحمر، ووضعها في صندوق العطاءات المخصص بمكتب Plan International Sudan في كوستي (حي السرايات، شرق نادي الضباط).
19. Bid Form Completion / استكمال نموذج العطاء:
20. All bidders must complete the attached bid template to ensure consistency and uniformity across all submissions. The form must be duly signed and stamped. Bids submitted without a completed Bid Notification Form will be disqualified.
21. يجب على جميع مقدمي العطاءات استكمال نموذج العطاء المرفق لضمان توحيد المعلومات بين جميع العروض. ويجب توقيع النموذج وختمه حسب الأصول. وسيتم استبعاد العطاءات التي لا تحتوي على نموذج إخطار العطاء مكتمل البيانات.
22. Tax Documentation / المستندات الضريبية:
23. Bidders must clearly state the Value Added Tax (VAT) amount and attach the following documents:
24. يجب على مقدمي العطاءات توضيح قيمة ضريبة القيمة المضافة (VAT) بشكل واضح وإرفاق المستندات التالية:
25. Assignment Letter for VAT Collection / خطاب تكليف بتحصيل ضريبة القيمة المضافة.
26. Copy of Tax Registration Certificate / صورة من شهادة التسجيل الضريبي.
27. Acknowledgment / الإقرار:
28. Signing the tender documents constitutes acknowledgment that the bidder has reviewed, understood, and accepted all tender conditions.
29. يُعد توقيع مستندات العطاء إقراراً من مقدم العطاء بأنه قام بمراجعة وفهم وقبول جميع شروط وأحكام العطاء.
30. Document Packaging / تغليف وتسليم المستندات:
31. Each bid must be submitted in a separate, clearly sealed and labeled envelope, with the project name clearly indicated on the outside of the envelope.
32. يجب تقديم كل عطاء في مظروف منفصل ومغلق ومُعنون بوضوح، مع كتابة اسم المشروع بشكل واضح على الجزء الخارجي من المظروف.

شهادة إعفاء ضريبي سارية صادرة باسم مدير برنامج النيل الأبيض لمنظمة Plan International Sudan.

1.  Zakat Clearance Certificate / شهادة إبراء ذمة من الزكاة سارية وصادرة باسم مدير المؤسسة/المنظمة.:

A bank statement or financial solvency certificate covering a minimum period of three (3) months.

2. كشف حساب بنكي أو شهادة مالية تغطي فترة لا تقل عن ثلاثة (3) أشهر.
3. 15. Experience Documentation / مستندات الخبرة:
4. يجب تقديم ضمان عطاء في شكل شيك مصرفي أو ضمان صادر من شركة تأمين أو خطاب ضمان مصرفي بقيمة تعادل 2% من إجمالي قيمة العطاء، باسم مدير منظمة Plan International.
5. يجب على مقدمي العطاءات تقديم صور من جميع المستندات المطلوبة، ولن تتم إعادة المستندات الأصلية المقدمة من قبل مقدمي العطاءات.
