Qualitative Assessment on Education Pathways and Transitions

Purpose of the Assignment

Save the Children International (SCI) Sudan is seeking a qualified consultant or consulting team to conduct a Qualitative Assessment on Education Pathways and Transitions across selected programme locations in Sudan. The assessment aims to generate practical evidence on how children move through different education pathways and identify factors that influence successful transitions, retention, dropout, interruption, and re-entry into education.

Scope of Work

The consultant/team will conduct a multi-site comparative qualitative assessment using child-centred and pathway-based approaches. The study will include:

• Desk review and pathway-system mapping
• Child-friendly In-Depth Interviews (IDIs)
• Participatory pathway and experience mapping
• Focus Group Discussions (FGDs)
• Key Informant Interviews (KIIs)
• Structured school and learning-site observations
• Comparative child case studies

Geographic Coverage

The study will be conducted in:

• Central Darfur State
• North Kordofan State
• River Nile State

Final localities, schools, communities, and learning sites will be agreed during the inception phase.

Required Proposal Submission

Interested consultants/firms are requested to submit the following:

1. Technical Proposal

Including:

• Understanding of the assignment and proposed methodology
• Proposed sampling matrix and fieldwork approach
• Detailed implementation plan and timeline
• Quality assurance approach
• Team composition and roles
• CVs of proposed team members
• Statement on ethics, safeguarding, and data protection

2. Financial Proposal

Including:

• Detailed budget in USD
• Professional fees
• Fieldwork and operational costs
• Taxes and reimbursable expenses clearly itemized

3. Sample Work

Including:

• At least two (2) examples of relevant qualitative education assessments, research studies, or evaluation reports.
