Mercy Corps has received financing from the World Bank toward the cost of the Sudan – Enhancing Community Resilience Project (THABAT AF) and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include providing technical advice, planning, and technical support for the implementation of the education component of THABAT AF in Gedaref. The Consultant will support the establishment and operation of 30 child-friendly learning spaces across Basunda, Al Fashaga, Al Rahad, Al Mafaza, and Al Fao; oversee and guide implementing partners; support procurement planning for teaching and learning materials, classroom furniture, and other education-related inputs; strengthen monitoring, reporting, safeguarding, and environmental and social compliance; coordinate with the Ministry of Education and other education actors; participate in field monitoring; and provide on-the-job coaching to the THABAT AF education team. The assignment will be based in Gedaref, with travel to project locations, for an initial period of three months, with the possibility of extension subject to satisfactory performance, need, and availability of funding.

Mercy Corps now invites eligible individual national consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Educational Background: Bachelor’s degree in education, protection, or a related field. A postgraduate qualification in education or a related field is desirable.
• Professional Experience: Minimum of five years of experience managing education or child protection programs in humanitarian or post-conflict settings, including program start-up and implementation experience in Sudan.
• Technical Knowledge: Demonstrated knowledge of formal and non-formal education, child protection, psychosocial support for children, conflict-sensitive education, safeguarding, and protection in education. Knowledge of the Sphere Standards and the INEE Minimum Standards is preferred.
• Partner Management and Quality Assurance: Strong experience in education or child protection quality assurance and in working with implementing partners or subcontractors to deliver and monitor program activities.
• Coordination, Communication, and Reporting: Demonstrated ability to build relationships and work collaboratively with diverse stakeholders, together with excellent communication, analytical, and report-writing skills.
• Language, Digital Skills, and Integrity: Excellent written and spoken English; proficiency in MS Office applications, including Word, Excel, and SharePoint; and high standards of personal integrity and transparent, systematic work practices.
• Eligibility and Location: The position is open to national candidates. The Consultant will be based in Gedaref and must be available to travel to project sites.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
