Addition for Disaster Assistance and Development (ADD) is a national non-governmental organization registered with Sudan’s Humanitarian Aid Commission (HAC) since 2016. As a leading national humanitarian actor and first responder, ADD provides life-saving assistance to populations affected by conflict, disasters, disease outbreaks, and displacement across Sudan. Our mission extends beyond emergency response to recovery, resilience building, and sustainable development, empowering communities and local institutions through capacity strengthening and long-term support.

ADD is inviting qualified and competent, registered audit firms, individual auditor to submit proposal for Audit Service for the Collaboration Across Societies for Peace Inclusion and Resilience (CASPIR) Improving Conditions for Peaceful and Inclusive Communities and Enhanced Food Security.

The audit objective is to provide an independent and objective opinion on the extent that grant funds were expended for the purpose that they were provided and in line with donor requirements.

ADD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting services (“the Services”) include conducting an financial audit of the project for the period of December 2025 - June 2026 to express an independent professional opinion on whether the financial statements present fairly the project's position. The audit will verify that funds were utilized in accordance with the Grant Agreement SIDA_SDFM2212 and The Swedish International Development Cooperation Agency (SIDA) procurement guidelines, while also evaluating the effectiveness of internal controls over financial reporting. Additionally, the Consultant will perform Agreed-Upon Procedures (ISRS 4400) to verify specific eligibility of expenditures and ensure the accuracy of the Designated Account and Statement of Expenditures (SOE) submitted during the period. The engagement is expected to be completed within a total duration of three to four weeks, with final signed reports due no later than July 21, 2026.

The shortlisting criteria are:

  • Core Business and Service Longevity: The firm must be a legally registered and licensed audit practice with a demonstrated long-term standing in the audit and assurance profession.
  • Relevant Project Experience: The firm should demonstrate a proven track record of successfully conducting external financial audits for international donor-funded projects or public sector entities. Specific experience with SIDA-financed operations or similar complex development projects will be a distinct advantage.
  • Technical and Managerial Capability: The firm must provide evidence of its organizational structure and technical capacity to deploy a qualified audit team. This includes demonstrating that the firm has a pool of professionally certified staff (CPA, ACCA, or CA) available to meet the project's timeline and deliverables.
  • Compliance & Independence: The firm must demonstrate that it is an independent, external auditor and maintains a valid practicing license from the relevant national or international professional accounting body.

Deliverables and Reporting Schedule

  • Kickoff meeting: Within 2 business days of contract award.
  • Audit planning and PBC (Provided by client) request list: Within 1 weeks of contract signature.
  • Fieldwork completion: Between weeks 1 from contract signature.
  • Submission of draft audit report, draft project financial statements, draft management letter, and agreedupon procedures report: Within 7 calendar days after completion of fieldwork.
  • Management responses: Within 3 calendar days of receipt of draft reports.
  • Final signed audit reports: Within 10 calendar days after receipt of management responses and no later than 21 July 2026.

 

Terms of Payment

  • ADD shall pay the consultancy fee to the consultant as agreed between both the parties by contract agreement in SDG
  • All expenses shall also be included in the contract agreement. Initial payment of 30% will be made upon the sign of this agreement with detailed work plan approved by ADD, the remain being paid upon the delivery of the completion of all previously outlined activities.

Submission of Application

The interested consultant are requested to submit the following:

  • Appropriately accomplished Letter of Confirmation of Interest and Availability;
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;  
  • Financial proposal. The financial proposal shall specify a total lump sum amount with a clear break down costs. All applications must include, as an attachment, the CV, scop work and the financial proposal.
