Endline Evaluation Consultancy – SPARK Program 

Program: Strengthening Markets, Productive Alliances and Financial Services (SPARK)
Commissioned by: Mercy Corps
Implementation Period: April  – June , 2026
Location: Gedaref and Kassala States – Sudan

 

Background

The SPARK program aims to improve food security, income, and employment for rural populations in Sudan through a Market Systems Development (MSD) approach. Interventions focus on value chains, access to finance, and market infrastructure, targeting 20,000 participants.

 

Purpose of the Consultancy

Mercy Corps invites qualified consulting firms or individual consultants to submit quotations to conduct an endline evaluation to assess program performance, results, and sustainability, and generate actionable recommendations.

 

Scope of Work (Summary)

The Consultant/Firm will:

Conduct a mixed-methods evaluation (quantitative & qualitative)

Undertake desk review and primary data collection

Design tools and supervise enumerators

Analyze data and assess outcomes, including market systems changes

Produce evaluation reports and presentation

 

 

REQUIRED EXPERIENCE AND SKILLS

The consultant(s) should possess a blend of research expertise and Market Systems Development (MSD) knowledge as indicated below:

  • Strong experience in evaluating MSD programs, particularly those related to market systems.
  • A strong approach to assuring quality assurance of data collected.
  • A strong ethical approach to data collection – while still being able to meet the objectives of the consultancy.
  • Knowledge of strategic and operational management of program operations and proven ability to provide strategic recommendations to key stakeholders.
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and prepare well-written reports in a timely manner.
  • Demonstrated experience in both quantitative and qualitative data collection and data analysis techniques, especially in emergency operations.
  • Data visualization skills are highly desirable.
  • Experience, knowledge, and clear understanding of the Sudan context.
  • Operational presence in Sudan
  • Ability to engage and train enumerators in Kassala and Gaderef and also facilitate HAC and other government approvals
  • Good interpersonal skills and understanding of cultural sensitivities.
