The Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (TF-C7102) and intends to apply part of the proceeds toward payments under the contracts for Construction of Six (6) Consumer Cooperative Hubs in Four (4) Localities within Gedaref State.
- The Mercy Corps now invites sealed Bids from eligible Bidders for the Construction of Six (6) Consumer Cooperative Hubs in Four (4) Localities within Gedaref State. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The overall program is divided into six (6) separate contracts (Lots), as shown below:

Bidders may submit Bids for one or more Lots, as specified in the Bidding Document.
The works cover civil, architectural, finishings, utilities and miscellaneous activities for the full supply, fabrication, and construction of all components in strict accordance with the design drawings and BoQ. The entire Works shall be completed within two (2) months, excluding the Defects Notification Period.

A minimum of two (2) similar contracts each with a minimum value of USD 25,000 OR one (1) similar contract with a minimum value of USD 50,000; in both cases, the contract(s) should have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2019 and Application submission deadline: |
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- The bidding document in ENGLISH may be collected by interested eligible Bidders upon the submission of a written application to the address below:

- Bids must be delivered to the address below:
House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 23rd April 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 23rd April 2026.
- All Bids must be accompanied by a Bid-Securing Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
