The Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (TF-C7102) and intends to apply part of the proceeds toward payments under the contracts for Repair and Rehabilitate Water Yards and Hand Pumps in Alfashaga Locality of Gedaref State.

 

  1. The Mercy Corps now invites sealed Bids from eligible Bidders for the Repair and Rehabilitation of Water Yards and Hand Pumps in Alfashaga Locality of Gedaref State. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The overall program is divided into three (3) separate contracts (Lots), as shown below:

Bidders may submit Bids for one or more Lots, as specified in the Bidding Document.

The scope includes civil, mechanical, and electrical components necessary to restore water points to full operational capacity and ensure safe and sustainable water access for the community. The entire Works shall be completed within sixteen (16) weeks, excluding the Defects Notification Period.

Bidders are required to meet the following minimum criteria for a single Lot/Contract:

General Experience

Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last three years, starting 1st January 2023.

Specific Experience

A minimum of two (2) similar contracts each with a minimum value of USD 25,000

OR

one (1) similar contract with a minimum value of USD 50,000;

in both cases, the contract(s) should have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2019 and Application submission deadline:

  1. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. All Bids must be accompanied by a Bid-Securing Declaration.
