FINAL EVALUATION OF THE ACT ALLIANCE AND CARITAS INTERNATIONALIS

EMERGENCY APPEAL PROGRAMME IN SUDAN

 

The Catholic Agency for Overseas Development (CAFOD) and the Norwegian Church Aid (NCA), with
financial assistance from the Act Alliance and Caritas Internationalis, have been implementing a massive
humanitarian emergency response programme in selected states in Sudan. The overall objective of the
programme is to respond to the immediate needs of the Internally Displaced Persons (IDPs), refugees, and Host
Communities in North Darfur, Gedaref, White Nile, North Kordofan, River Nile, and Khartoum States through
multisectoral Climate-Resilient Water, Sanitation and Hygiene (CRWASH), Protection and Multi-purpose cash
assistance (MPCA) interventions. CAFOD and NCA have utilized the CHS and SPHERE standards to ensure
that planned interventions are inclusive, gender-sensitive, dignified, and accessible to targeted project
participants. CAFOD and NCA implemented the programme in partnership with Caritas Sudan, HOPE, Medical
Team International (MTI) and the Rural Community Development Organisation (RCDO).

CAFOD and NCA invite all interested consultancy firms, individuals & Institutes to download the tender

Tender documents can be collected from CAFOD Office in Kosti from 15 March 2026 during working days
and hours (11.00am to 3:00 pm) last day for submission tender dossiers 30 March 2026

Interested consultancy firms/companies, Institutes & individuals MUST provide the following information
indicating that they are qualified to carry out the works:
1. The company’s valid registration
2. Taxation chamber certification ZAKAT & TAX Release and other government related registration
3. History / profile of the company
4. An Expression of Interest (EoI) stating continuous availability throughout the duration of the
assignment.
5. Concept with a demonstration of the Consultant/s understanding of the TORs and experience (5 years in
evaluations).
6. Proposed evaluation methodology, including sampling frame.
7. Indication of deliverables and a timeline.
8. A financial proposal.
9. Reference letter and certificate of completion from an organisation where similar work/s was done.
10. CV(s) of evaluator(s); and
11. One sample of similar work done within the last three (3) years (this will not be shared with anyone and is only
for use during the selection process).

The last date for submission of completed sealed bids is 30 March 2026 by 3:00 pm, incomplete bids will not
be considered.
