The Sudan Enhancing Community Resilience (THABAT-AF1) – Additional Financing Project 

Expression of Interest for Small and Medium Enterprises Matching Grants for Food Security Improvement

1. Project Background and objectives 

The Sudan THABAT-AF1 Enhancing Community Resilience Project, funded by the Sudan Transition and Recovery Support (STARS) Multi-Donor Trust Fund, administered by the World Bank and implemented by Mercy Corps under Additional Financing (AF-1), seeks to address the acute needs of conflict-affected populations, particularly in Gedaref, Sudan. The project targets the 5 localities: 1) West Galabat, 2) Basundah, 3) Al Fashaga, 4) East Galabat, and 5) Al Fao.

It aims to enhance access to basic services and improve food security through community-led processes and multi-sectoral interventions. The project's two core components focus on: (1) Community-Driven Basic Service Delivery, which includes health, WASH, education, and GBV services, and (2) Food Systems Resilience, which supports agricultural production, value chain enhancement, and the scaling of community consumer cooperatives. Gedaref's strategic location and agricultural potential make it pivotal for implementing innovative solutions like climate-smart agricultural practices, and community engagement models. Emphasizing sustainability, capacity building, and inclusivity, the initiative incorporates extensive planning, stakeholder collaboration, and targeted support mechanisms to bolster resilience and social cohesion among IDPs and vulnerable communities. The project is guided by detailed institutional arrangements, stringent monitoring, and a commitment to environmental and social safeguards.

2. Purpose of the Matching Grants 

The purpose of the Matching Grants is to leverage and reengage Small and Medium Enterprises (SMEs) in the Sorghum, and vegetables or horticultural agricultural supply chain, specifically in the midstream segment. These Matching Grants aim to enhance the efficiency and effectiveness of SMEs, enabling them to actively contribute to adding value and maintaining the value throughout the agricultural value chain. This will ensure the increased availability of high-quality food, facilitating its delivery from farmer cooperatives (FCs) to consumer cooperatives (CCs) and other market agents, ultimately improving food supply in key market areas. 

This activity will be achieved through two major ways –  

1. Direct support to SMEs through a Matching Grant; and  
2. Facilitation of sustainable linkages between the SMEs, FCs, and CCs supported by the Project.

The Matching Grant will inject capital to strengthen the cash flow position of SMEs, enabling them to reengage in the agricultural supply and value chains. The grants will be up to a total of 80,000 (Per SME) – 300,000 (Consortium) USD targeting 5-10 SMEs. This funding is aimed at enhancing their operational resilience, ensuring they can adapt to and maintain business continuity during periods of disruption, such as those caused by conflict-related shocks to critical value chain functions. 

3. Eligibility

A competitive process has been established to solicit, evaluate, and award matching grants, as detailed in the sections below. Each Request for Application (RFA) will define specific selection criteria, based on programmatic needs. The criteria will focus on projected benefits for vulnerable households, including IDP households; value for money; social accountability; potential for systemic change; innovation and new business models; the potential for widespread adoption and growth; and the potential to support resilience and social cohesion. 

1. Eligible SMEs¹ must be legally registered in accordance with Sudan law and operate in value-added services, such as transport, logistics (including storage and packaging), small-scale processing, and harvesting and post-harvest activities, specifically in the sorghum, millet, or horticultural value chains. These businesses must have been active for at least 24 months (about 2 years) before applying for a Matching Grant. SMEs less than 2 years old are encouraged to partner with firms at least 3 years old to be eligible. Even those with 2 years or more can also apply as a consortium in cases where services complement each other. SMEs must have a constitution outlining the entity’s name, location, contact details, lead positions, purpose, vision, and relevant regulations, as well as an operational bank account in the registered entity’s name. 
2. The grant support requested by SMEs must demonstrate a clear impact on enhancing the food supply chain linking farm gates to market points. 
3. The Matching Grants, designed with a cycle of up to 18 months, offer funding up to $80,000 per SME and $300,000 (Consortium). These grants aim to support value-adding activities within the food production chain (excluding direct production). Mercy Corps will conduct thorough due diligence to ensure SMEs meet the eligibility requirements, can comply with the terms of the Matching Grant agreement, and have no conflicts of interest. 
4. SMEs will be screened according to Mercy Corps’ Ineligibility and Compliance policy, ensuring they are not involved with prohibited parties such as combatants, terrorist organizations’, or entities involved in money laundering or sanctions violations. Furthermore, SMEs must not be involved in partisan politics or aligned with warring parties in Sudan. Additionally, SMEs must have a clean record concerning environmental impact, employee treatment, and the management of donor or public funds. Mercy Corps will verify compliance through background checks (whether undertaken by Mercy Corps directly or a third-party subcontractors). 

4. Selection Criteria

To qualify for a matching grant, SMEs must submit an initial Expression of Interest and meet the following criteria: 

1. Legal Business Registration: You must be a registered for-profit entity under Sudanese law. 
2. Legal registration categorize: the company must have/obtain a certificate of registration showing the owner's or shareholders' names. 
3. Bank account: the company must have a bank account registered under the name of the business entities. 
4. Tax Compliance: You must have a valid tax number, certificate and comply with all relevant Sudanese business regulations, as evidenced by official tax records. 
5. Proven Track Record: Considering both pre-war and post-war eras, your company needs to demonstrate a minimum of three years (before April 15th, 2023) of successful and uninterrupted business operations. 
6. Financial Capacity: You should demonstrate sufficient financial and managerial resources to participate in project activities effectively. While no specific cost contribution is required, there should be no outstanding debt that could divert resources. You must guarantee that resources will be solely used to provide the necessary new goods and services for the project. 
7. Value-Adding Activities: Your company must actively contribute to adding value to agricultural products within the project's target value chains (sorghum, wheat, beans, or horticulture). This could include activities like post-harvest solutions, aggregation, transportation, cleaning, sieving, packaging, storage, processing, milling, logistics, off-taking, or marketing. 
8. Working with Farmers: Show evidence of working with smallholder farmers through cooperatives or other SMEs in the selected value chains and demonstrate clear market demand for agribusiness products and services in Sudan, especially within project areas. 
9. Market Demand: It would be advantageous to demonstrate a clear market demand for your agribusiness products and services within Sudan, particularly in the project areas. 
10. Prohibited Activities: Your company must not engage in any activities prohibited by Mercy Corps regulations and rules. 
11.  Anti-Terrorism Compliance: You must not be associated with any entities designated as terrorists on the Consolidated United Nations Security Council Sanctions List or similar UN-established lists. 
12. Political Neutrality: You must not be affiliated with any political party, partisan activities, or armed groups in Sudan, nor associated with any sanctioned actors by the United Nations. Mercy Corps will conduct background checks to verify compliance. 
13. Environmental and social safeguards: The SME ESS assessment tool considers risks relating to child labour, equal pay for equivalent work for women and men, adequate management of health and safety risks, risks of SGBV on site / travelling to from site, pollution, economic displacement and effects on biodiversity, forests, or natural habitats (See SME ESS assessment tool). Mitigation measures are proposed in the tool and contextualized, and appropriate mitigation measures should be identified in the grant proposals. Project site visits will be mandatory for MC, should there be any major red flags which would exclude the SME.  
14. Conflict Sensitivity: SMEs must demonstrate the capacity to carry out a conflict sensitivity assessment to identify potential risks and ensure that the SME operations are in a manner that does not exacerbate conflict dynamics. Thus, the SME must show an understanding of conflict dynamics, adherence to conflict-sensitive practices, and ability to operate in volatile environments.  
15.  Innovation and Sustainability: SMEs must demonstrate innovative approaches to addressing value-addition challenges in selected value chains, aimed at promoting economic resilience. Also, SMEs must show proper sustainability plans to ensure their activities' impact extends beyond the project duration.

5. Evaluation Criteria

Upon submission, the THABAT-AF project team will evaluate all applications using the following criteria:

Areas not eligible for funding: Financial support for the purchase of the items deemed restricted items by donor.

Conditions

Issuance of this solicitation in no way constitutes a commitment by THABAT -AF1 project to execute any agreement or to pay any costs incurred by any applicant in submitting an application.

Please note that THABAT–AF project will fully respect the confidentiality of all companies involved in the program. If selected, THABAT–AF1project will establish an agreement with the company/institution that describes the objective of collaboration and that clearly defines each party’s respective responsibilities, roles, and obligations. Successful applicants must be willing to share information with THABAT-AF1project regarding their performance, and THABAT -AF1 project will conduct interviews with clients / customers to gather information on impact and to monitor progress.

يستهدف المشروع خمسة محليات : 1) محلية القلابات الشرقية ، 2) محلية القلابات الغربية ، 3) محلية الفشقة، 4) محلية باسندا ، 5) محلية الفاو.

يهدف المشروع  إلى تعزيز الوصول إلى الخدمات الأساسية وتحسين الأمن الغذائي من خلال عمليات تقودها المجتمعات وتدخلات متعددة القطاعات. يركز المكونان الأساسيان للمشروع على : (1) تقديم الخدمات الأساسية التي يقودها المجتمع، والتي تشمل خدمات الصحة، والغسل الصحي، والتعليم، وخدمات العنف القائم على النوع الاجتماعي، و(2) مرونة أنظمة الغذاء، التي تدعم الإنتاج الزراعي، وتعزيز سلسلة القيمة، وتوسيع تعاونيات المستهلكين المجتمعية. الموقع الاستراتيجي لولاية القضارف وإمكاناتها الزراعية يجعلان منها محورية لتنفيذ حلول مبتكرة مثل الممارسات الزراعية الذكية للمناخ ونماذج المشاركة المجتمعية. تؤكد المبادرة على الاستدامة وبناء القدرات والشمولية، وتشمل تخطيطا واسعا وتعاونا مع أصحاب المصلحة وآليات دعم مستهدفة لتعزيز المرونة والتماسك الاجتماعي بين النازحين داخليا والمجتمعات الضعيفة. يسترشد المشروع بترتيبات مؤسسية مفصلة، ومراقبة صارمة، والتزام بالحماية البيئية والاجتماعية.

2. هدف منح المطابقة

الغرض من منح المطابقة هو تقوية وإعادة إشراك المؤسسات الصغيرة والمتوسطة (SMEs) في محصول الزرة ، وسلسلة توريد الخضروات أو البستنة، وبشكل خاص في القطاع المتوسط. تهدف هذه المنح إلى تعزيز كفاءة وفعالية المؤسسات الصغيرة والمتوسطة، مما يمكنها من المساهمة بنشاط في إضافة القيمة والحفاظ على القيمة عبر سلسلة القيمة الزراعية. سيضمن ذلك زيادة توفر الغذاء عالي الجودة، مما يسهل توصيله من التعاونيات الزراعية إلى التعاونيات الاستهلاكية وغيرها من الوكلاء السوقيين، مما يؤدي في النهاية إلى تحسين إمدادات الغذاء في المناطق الرئيسية من السوق.

سيتم تحقيق هذا النشاط من خلال طريقتين رئيسيتين –

• الدعم المباشر للشركات الصغيرة والمتوسطة من خلال منحة المطابقة
• تسهيل الروابط المستدامة بين المؤسسات الصغيرة والمتوسطة، والمؤسسات المالية المالية والتعاونية، والمدعومين من المشروع.

ستضخ منحة المطابقة رأس المال لتعزيز وضع التدفق النقدي للشركات الصغيرة والمتوسطة، مما يمكنها من إعادة الانخراط في سلاسل التوريد والقيمة الزراعية. ستصل المنح إلى ما يصل إلى 80,000 (لكل شركة صغيرة ومتوسطة) – 300,000 دولار أمريكي (للكونسورتيوم) تستهدف 5-10 شركات صغيرة ومتوسطة. يهدف هذا التمويل إلى تعزيز مرونتهم التشغيلية، لضمان قدرتهم على التكيف مع استمرارية الأعمال والحفاظ عليها خلال فترات الاضطراب، مثل تلك الناجمة عن الصدمات المرتبطة بالصراعات على وظائف سلسلة القيمة الحرجة.

3. الأهلية

• يجب أن يُظهر دعم المنح الذي تطلبه الشركات الصغيرة والمتوسطة تأثيرًا واضحًا في تعزيز سلسلة الإمداد الغذائي التي تربط بين بوابات المزارع ونقاط الأسواق.

• الحساب البنكي: يجب أن يكون لدى الشركة حساب بنكي مسجل باسم الكيان التجاري .
• شهادة الرقم الضريبي : يجب أن يكون لديك رقم ضريبي صالح، وشهادة خلو طرف تتوافق مع جميع اللوائح التجارية السودانية ذات الصلة، كما يتضح من السجلات الضريبية الرسمية.
• سجل إنجازات مثبت: مع مراعاة فترتي ما قبل الحرب وما بعدها، يجب على شركتكم إثبات خبرة لا تقل عن ثلاث سنوات (قبل 15 أبريل 2023) من العمليات التجارية الناجحة والمتواصلة .
• القدرة المالية: يجب أن تظهر موارد مالية وإدارية كافية للمشاركة بفعالية في أنشطة المشروع. بينما لا يطلب أي مساهمة محددة في التكلفة، لا ينبغي أن تكون هناك ديون مستحقة قد تحول الموارد. يجب أن تضمن أن الموارد ستستخدم فقط لتوفير السلع والخدمات الجديدة اللازمة للمشروع. 
• أنشطة إضافة قيمة: يجب على شركتك أن تساهم بنشاط في إضافة قيمة للمنتجات الزراعية ضمن سلاسل القيمة المستهدفة للمشروع (الزرة ، الدخن أوالمحاصيل البستانية). قد يشمل ذلك أنشطة مثل حلول ما بعد الحصاد، والتجميع، والنقل، والتنظيف، والغربلة، والتغليف، والتخزين، والمعالجة، والطحن، واللوجستيات، والاستلام، أو التسويق. 
• العمل مع المزارعين: إظهار دليل على العمل مع المزارعين الصغار من خلال التعاونيات أو الشركات الصغيرة والمتوسطة الأخرى في سلاسل القيمة المختارة، وإظهار طلب سوق واضح على منتجات وخدمات الأعمال الزراعية في السودان، خاصة ضمن مناطق المشاريع.
• الطلب في السوق: سيكون من المفيد إظهار طلب واضح في السوق على منتجاتك وخدماتك الزراعية داخل السودان، خاصة في مناطق المشاريع.

•  الامتثال لمكافحة الإرهاب: يجب ألا تكون مرتبطا بأي كيانات مصنفة كإرهابية في قائمة عقوبات مجلس الأمن الموحد للأمم المتحدة أو القوائم المماثلة التي أنشأتها الأمم المتحدة.
• الحياد السياسي: يجب ألا تكون مرتبطا بأي حزب سياسي أو أنشطة حزبية أو جماعات مسلحة في السودان، ولا مرتبطا بأي جهات مراقبة من الأمم المتحدة. ستقوم ميرسي كور بإجراء فحوصات خلفية للتحقق من الامتثال. 
• الضمانات البيئية والاجتماعية: تأخذ أداة تقييم ESS للشركات الصغيرة  والمتوسطة  في الاعتبار المخاطر المتعلقة بعمالة الأطفال، والمساواة في الأجور مقابل العمل المتكافئ للنساء والرجال، والإدارة الكافية لمخاطر الصحة والسلامة، ومخاطر العنف الجنسي والجنسية في الموقع / السفر إليه من الموقع، والتلوث، والنزوح الاقتصادي، والتأثيرات على التنوع البيولوجي والغابات أو المواطن الطبيعية (انظر أداة تقييم ESS للشركات الصغيرة والمتوسطة). تقترح الأداة تدابير التخفيف ويتم وضعها في سياقها، ويجب تحديد تدابير التخفيف المناسبة في مقترحات المنح. ستكون زيارات الموقع للمشروع إلزامية للشركة الصغيرة، في حال ظهرت أي علامات حمراء كبيرة قد تستبعد الشركة الصغيرة والمتوسطة.  
• حساسية النزاعات: يجب على الشركات الصغيرة والمتوسطة إظهار القدرة على إجراء تقييم حساسية النزاع لتحديد المخاطر المحتملة والتأكد من أن عمليات الشركات الصغيرة والمتوسطة تسير بطريقة لا تزيد من تفاقم ديناميكيات الصراع. لذا، يجب على المهندس الصغير والمتوسط إظهار فهم لديناميكيات الصراع، والالتزام بالممارسات الحساسة للصراع، والقدرة على العمل في بيئات متقلبة.  
•  الابتكار والاستدامة: يجب على الشركات الصغيرة والمتوسطة إظهار أساليب مبتكرة لمواجهة تحديات القيمة المضافة في سلاسل القيمة المختارة، بهدف تعزيز المرونة الاقتصادية. كما يجب على الشركات الصغيرة والمتوسطة تقديم خطط استدامة مناسبة لضمان امتداد تأثير أنشطتها إلى ما بعد مدة المشروع.

الظروف

إصدار هذا الطلب لا يشكل التزاما من مشروع THABAT -AF1 بتنفيذ أي اتفاق أو دفع أي تكاليف يتكبدها أي متقدم عند تقديم الطلب.
