Save the Children International – Sudan Country Office invites qualified suppliers to submit quotations for 5 Animations and Design Layouts

1. Scope of Work

The successful bidder will be responsible for producing the following deliverables:

Primary Deliverables

• One (1) animated film, duration 3–5 minutes
• One (1) 30‑second cut‑down version for social media
• One (1) optional 15‑second teaser
• Arabic and English versions
• Subtitles in both languages
• Final subtitle files
• All source files, including editable project files (e.g., After Effects, Illustrator, and any associated assets)

Inputs to be Provided by SCI

SCI will share the following upon contract award:

• Five final subjects/topics to be developed
• Final approved key messages, storylines, or scripts
• Arabic and English narration text (where applicable)
• Brand guidelines (logos, fonts, colors, VI assets)
• Reference materials on preferred styles, tone, and look-and-feel
• Audience definition and communication objectives

2. Technical Requirements for Bidders

To ensure proper evaluation, production companies must submit:

A. Company Profile & Relevant Experience

• Proven experience in animation production
• Demonstrated ability to produce high‑quality sound design, visual quality, environmental effects, and motion graphics
• Experience with 3D animation (Maya, Blender, Cinema 4D, or similar) is an added advantage

B. Mandatory Work Samples

Applicants must include:

• Links to previous animation projects with similar specifications
• Samples demonstrating:
  • Sound and image quality
  • Storytelling approach
  • Motion treatment
  • 3D capability (if applicable)

C. Financial Proposal

• Detailed cost breakdown per component
• Validity period of quotation
• Production timeline

3. Eligibility Requirements

• Valid registration and tax compliance documents
• Ability to deliver within SCI timelines
• Commitment to SCI child safeguarding and ethical standards

4. Submission Guidelines

Interested companies should submit the following in PDF format:

1. Technical proposal (approach, methodology, timeline)
2. Company portfolio + required sample links
3. Financial proposal
4. Legal registration documents

5. Evaluation Criteria

Proposals will be evaluated based on:

• Technical quality & relevance of samples
• Understanding of SCI requirements
• Production capacity and timeline
• Cost competitiveness
• Compliance with SCI policies and documentation completeness

• All prices should be in USD.

Deadline: All quotations must be submitted by 22 March 2026.

The subject of the email should be “RFQ No 678676 (Animation Design and Layouts) – ‘Bidder Name’, ‘Date’’.
