 Description:

Mercy Corps is seeking a qualified Structural Engineer to assess the repair and rehabilitation needs (Schools, health facilities and WASH Infrastructure including 5 localities Alfaw, Basonda, Alfashaga, Almafaza and Alrahad) in Gedaref State. The assessment will focus on identifying (necessary WASH need rehabilitation and maintenance as well as upgrading of hand pump to Mini water yard and solarization of water sources.) and WASH facilities installation and repair, and solar system design. The engineer is also required to prepare detailed engineering designs and develop Bills of Quantities (BoQs) for rehabilitation works and solar power systems (at selected WASH facilities). The consultancy will contribute to improving the infrastructure and energy access in targeted schools to enhance the learning environment for students and staff.

  1. The main objectives of this assignment are:
  • Coordinate the implementation of WASH activities under the SOMOUD program
  • Conduct a technical assessment for WASH Infrastructure
  • Ensure proper installation and maintenance of water and sanitation infrastructure works, including boreholes, latrines, handwashing stations, and water storage facilities.
  • Organize community training sessions, awareness campaigns, and focus group discussions to promote positive hygiene behavior change and increase community engagement.
  • Work with WASH Frontline Workers and community volunteers to ensure the effective functioning of WASH infrastructure, especially water supply
  • Provide capacity-building support to community members, volunteers, and front-line workers on WASH management, emergency response, and basic repairs.
  • To prepare detailed engineering drawings, designs, and BoQs for the identified repair and rehabilitation works.
  1. Scope of Work


The Consultant Engineer will be responsible for the following tasks:

  1. Conduct site visits to 5 selected localities in Gedaref State to assess their structural conditions and identify necessary rehabilitation and repair interventions.
  2. Engage with line Ministries, administrators, and relevant stakeholders to gather insights into specific infrastructure challenges.
  3. Develop detailed engineering drawings and designs for the required repair and rehabilitation works.
  4. Prepare comprehensive BoQs specifying materials, quantities, and cost estimates for each Infrastructure rehabilitation work.
  5. Design solar power systems tailored to each Infrastructure needs, ensuring sustainability and efficiency.
  6. Prepare BoQs for the solar power systems, detailing specifications, materials, and installation requirements.
  7. Provide recommendations on best construction and installation practices to ensure quality and durability.
  8. Submit a final report incorporating all assessment findings, designs, BoQs, and recommendations.
  1. Deliverables


The Consultant is expected to provide the following deliverables:

  1. Inception report outlining the methodology, work plan, and timeline – within the first week.
  2. Site assessment report for each Infrastructure, including identified repair needs,
  3. Engineering drawings, designs, and BoQs for rehabilitation works.
  4. Solar system designs and corresponding BoQs for each Infrastructure.
  5. Final consolidated report incorporating all assessments, designs, and BoQs of each task.
    1. Duration and Location

The assignment is expected to be completed within 3 months for each engineer from the start date. The consultant will be required to conduct field visits in Gedaref States and prepare deliverables remotely or from an agreed location. The consultants will be responsible for their travel costs and subsistence with the project locations

    1. Required Qualifications and Experience


The Consultant should possess the following qualifications:

  • A degree in Civil Engineering, Structural Engineering, Water Engineering, Electrical Engineering, or a related field.
  • Demonstrate of having experience of working in carrying out technical assessment of civil and building works, preparation of technical designs using both Arch CAD and Auto CAD, experience in managing multiple civil and building infrastructure and in contract management.
  • A minimum of 5 years of experience in building rehabilitation, construction, and solar energy system design.
  • Relevant experience related to the assignment particularly in rehabilitation works in civil and building field and electro-mechanical works.
  • Proven experience in preparing engineering drawings, designs, and BoQs.
  • Familiarity with construction and renewable energy standards in Sudan.
  • Strong analytical, reporting, and communication skills.
  • Ability to work within tight deadlines and deliver high-quality outputs.
