 Description:

Mercy Corps is seeking qualified subcontractor/s to operate 30 Child Friendly Spaces (CFS) in Gedaref State, Sudan. These CFS facilities provide a safe and nurturing environment for vulnerable children, including internally displaced persons (IDP) and host community children, aged 5-13 years, who have been affected by conflict. The spaces will offer structured learning, psychosocial support, and recreational activities to promote children’s well-being.

Key Responsibilities of the Subcontractor

  • Operate 30 CFS facilities established by Mercy Corps.
  • Provide structured learning opportunities for out-of-school children, including through E-learning (e.g. creative arts; life skills, basic literacy and numeracy; social and emotional learning).
  • Deliver psychosocial support through play and recreational activities.
  • Ensure CFS activities are inclusive, accessible and responsive to diverse learners (e.g. different genders, ages, children with disabilities).
  • Train and supervise volunteer facilitators for learning and psychosocial support.
  • Establish and manage CFS governance committees, consisting of Parent-Teacher Association (PTA) members, WASH committee members, and elected community representatives.
  • Monitor program activities (e.g. children’s enrolment, participation and learning) and conduct regular assessments to identify needs and adapt programming accordingly.
  • Ensure child protection and safeguarding measures are in place, including staff training and prompt reporting and addressing of any identified issues.
  • Supervise and manage CFS staff, ensuring performance monitoring.

Manage the operation of CFS facilities to ensure they are safe, clean and conducive to children’s learning and play.

Qualifications of the Subcontractor

  • Proven experience in education, child protection, or humanitarian program implementation.
  • Proven experience in delivering child-centered programming that integrates education, psychosocial support, and recreational activities.
  • Demonstrated capacity to manage and supervise community-based education programs.
  • Experience of implementing child safeguarding policies and procedures, including staff training and reporting mechanisms.
  • Strong financial and administrative capacity to manage funds and personnel.
  • Proven ability to monitor program activities and outcomes, and to adapt programming based on evidence and feedback.

Knowledge of the local context, including experience working with IDP and host communities.
