Dear Sir / Madam,

CRS-USCCB Sudan Program is looking for traders/businesses/Farmers’ groups/SMEs to provide the items/services shown in Attachment 1 (Scope of Work) at a competitive price and with high quality.  

 

CRS Requirements

  1. Must Be Registered to conduct the business and in compliance with federal government tax regulations in Sudan.
  2. Experience in supplying International Organizations, Non-Governmental Organizations, or large private companies in East  Darfur will be an advantage.
  3. Must have not declared or be in the process of declaring bankruptcy and have an acceptable track record and uninterrupted business operations for at least 1 year. Supporting documentation will be required to submit.
  4. Have not been convicted for an offense concerning professional conduct.
  5. Have the capacity, operational personnel, and capital to provide the required services.

 

  1. Must have a proven track record of experience in supplying/ providing similar services to International Organizations, Non-Governmental Organizations including CRS, or large private companies in East Darfur.  
  2. This request for proposals does not obligate CRS to perform any contract, nor does it obligate CRS to pay any costs incurred in preparing the proposals.
  3. The trader must be engaged in input supply, aggregation, output marketing, transportation of agricultural supplies or provision of post-harvest handling solutions.
  4. Must have the capacity to support any of the targeted project Farmer-to-Farmer value chains – groundnuts, sorghum, millet, cowpeas, watermelon, and livestock (goats and sheep), tarpaulins/plastic sheets and storage bags in East Darfur.
  5. The financial proposal must be submitted as per the attached Scope of Work (Annex I).  NOTE: The SOW is subject to change based on Donor approval and actual needs on the ground.  
  6. Are not in situations of conflict of interest (e.g., with primary relationship to family or business relationship to parties on a tender committee or any person in CRS).
  7. CRS retains the right to reject, cancel, negotiate, amend, split and accept any offer, without consideration of the lowest offer. Furthermore, CRS reserves the right to reject all bids, if such action is in the best interest of CRS.
  8. This RFQ does not obligate CRS to execute any contract, nor does it commit CRS to paying any costs incurred in the preparation of the bids.
  9. This is an invitation to traders/businesses/Farmers’ groups/SMEs  and is not a promise or obligation that CRS will contract with the traders/businesses/Farmers’ groups/SMEs through the submitted offers.
  10. Relevant bid committee may request for physical samples of some items during evaluation process of bids.
  11. CRS may ask the bidders for additional information at any time during the solicitation process.
  12. Due to the high volume of communications, we will not issue confirmation of receipt of bids.
  13. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. CRS reserves the right to make an award on any item for a quantity less than the

quantity offered, at the unit prices offered, unless the Bidder specifies otherwise in the offer.

  1. The banking information should be specific and complete as per the attached Bank Information Sheet (Attachment II).
  2. Bidder/Trader is responsible for all resources needed for providing seeds and, on site occurred during this period
  3. Payment will be done after completion of total allocated targets for distribution, verification of distribution list, and submission of the completion report.   
  4. Late submissions, modifications, revisions, and withdrawals of offers: 
    1. Any offer, modification, revision, or withdrawal of an offer received at the CRS office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless otherwise CRS makes any exceptions.
    2. Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. An offer may be withdrawn in person by a Bidder or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
  5. Those who are having existing and active presence in Gadarif state, are only eligible to apply.

المتطلبات العامة:

  1. يجب أن يكون مسجلا لإجراء الأعمال التجارية مع ما يتوافق ولوائح الضرائب الحكومية في السودان .
  2. الخبرة في توفير الخدمات للمنظمات الدولية، والمنظمات غير الحكومية، أو الشركات الكبيرة الخاصة ستكون ميزة.

 

3.متطلبات CRS العامة:

  1. يجب ألا يكون قد أعلن عن إفلاسه أو في عملية إعلان الإفلاس ويجب أن يكون لديه سجل حافل وعمليات تشغيل تجارية غير منقطعة لمدة عام على الأقل مطلوب تقديم المستندات الداعمة.

 

 

  1. يجب أن لا يكون قد أدين بجريمة تتعلق بالسلوك المهني.

  1. يجب على المقاول تحديد نسبة العمالة المحلية بحيث تكون بنسبة 60%  على الاقل - التي يعتزم توظيفها خلال أعمال الترميم.

 

  1. يجب توفير فترة الصيانة/ضمان العيوب لمدة 12 شهرًا من تسليم البناء. المقاول مسؤول عن جميع الموارد اللازمة لإصلاح جميع الأضرار التي تحدث خلال هذه الفترة (ما عدا القوة القاهرة). ستحتفظ CRS بنسبة 10% من المدفوعات الإجمالية كضمان (أموال احتفاظ) خلال هذه الفترة. 

 17. نظرًا للحجم الكبير من الاتصالات، فلن نقوم بإصدار تأكيد استلام العطاءات.لى خلاف ذلك في الجدول، لا يجوز تقديم العروض لكميات أقل من تلك المحددة. تحتفظ CRS بالحق في منح أي بند لكمية أقل من الكمية المعروضة، بأسعار الوحدة المعروضة، ما لم يحدد مقدم العرض خلاف ذلك في العرض.

  1. 19. يجب أن تكون المعلومات المصرفية محددة وكاملة وفقًا لورقة معلومات البنك المرفقة (الملحق الثاني).
  2. 20. مقدم العرض/التاجر مسؤول عن جميع الموارد اللازمة لتوفير البذور، وفي الموقع حدث ذلك خلال هذه الفترة
  3. 21. سيتم الدفع بعد اكتمال الأهداف المخصصة الإجمالية للتوزيع، والتحقق من قائمة التوزيع، وتقديم تقرير الإنجاز.
  4. 22. التأخير في تقديم العروض والتعديلات والمراجعة وسحبها:
    1. أ. أي عرض أو تعديل أو مراجعة أو سحب لعرض تم استلامه في مكتب CRS المحدد في الطلب بعد الوقت المحدد بالضبط لتلقي العروض "متأخر" ولن يتم النظر فيه ما لم تضع CRS أي استثناءات بخلاف ذلك.
    2. ب. يجوز سحب العروض بإشعار كتابي يتم استلامه في أي وقت قبل الموعد المحدد لاستلام العروض. يجوز سحب العرض شخصيًا من قبل مقدم العرض أو ممثله المفوض إذا تم تحديد هوية الشخص الذي يطلب الانسحاب وتوقيعه على إيصال بالعرض قبل الموعد المحدد لاستلام العروض.
  5. 23. أولئك الذين لديهم تواجد قائم وفعال في ولاية القضارف هم المؤهلون للتقدم فقط.

  

Payment Terms

  1. Quotation should remain valid for a period of at least ninety (90) days from the submission closing date.
  2. Payment shall be made via bank transfer preferably through BANKAK Account or bank cheque or wire transfer.
  3. All payments will be made in USD
  4. Payment is processed between 20-30 working days from the date of receiving the correct and accepted invoice.
  5. Payment shall be made upon verification and acceptance of services according to contract Purchase order. Signed Service Completion Form shall be attached to the final invoice.

Bid Requirements

 

Offers that do not meet the following will be automatically rejected regardless of price:

  1. Offers must be received before the stated deadline.
  2. Offers must include all information requested above.
  3.  Unit prices must be provided for all items mentioned in the SOW. Offers that only include totals will be rejected.
  4. The pricing of each item shall be in USD and the payment will be made in USD to the respective bank account.
  5. Bids must be submitted through either 1) Email address for the bid)tenders.sudan@crs.org(  or 2) CRS Gadarif office Tender Box for receiving bids.
  6. Offers must be clean & clear. The bidder should sign and stamp next to handwritten corrections or corrections made with whiteout. 
  7. Offers must be complete from all sides, signed, dated, and stamped on all pages.

معلومات ملء  العطاء

سوف يتم رفض أي عطاء لا يلتزم بالشروط أدناه بغض النظر عن السعر:

 

  1. سيتم رفض أي طلب يقدم بعد التاريخ والوقت المحدد لقبول العطاءات.

Scope of Work

Background and Rationale:


The project aims to address the specific needs and gaps in the Alfshaga fish market infrastructure and operations. And Gala Alnahal locality meet and vegetable market. The soft components focus on improving waste management and hygiene, while the hard components target necessary structural upgrades and rehabilitation. This is planned to be completed within 45 days and the primary beneficiaries are the fish, meat, and vegetable traders.

Major implementation outline:

  • Conduct a comprehensive assessment to understand the current challenges and needs of the market in detail plan and develop the Bill of quantities.
  • Engage the local authorities and relevant government agencies to ensure alignment with their priorities and to leverage their resources and support.
  • Develop a detailed monitoring and evaluation plan to track the progress and impact, and to make necessary adjustments during implementation.

Geographical Scope:
The project activities will be implemented in the

  1. Alfshaga locality fish market construction (jabalon) (drawing)
  2. Gala Alnahal locality meat and vegetable market (rehabilitation)

Implemented Activities:

  • Structural improvements and latrines rehabilitations in fashaga locality.

Target beneficiaries

  • Young market entrepreneurs (fish, meat, and vegetable traders)

Stakeholders:
The key stakeholders for this project are the fish, meat, and vegetable traders, local committee, as well as the local community.

 

 

 

Technical specification narration:

  • The proposed rehabilitation project aims to enhance the infrastructure of fish markets in Fashaga, and galaelnahal locality, ensuring they meet modern standards and facilitate efficient operations.
  • Excavation and Backfilling Works: The initial phase includes planning and cleaning the site, followed by excavation for foundations and necessary structures. This includes digging strip foundations for the truss, office, and warehouse, as well as holes for sanitation facilities.
  • Concrete Works: Regular concrete will be poured for the floor and foundations, ensuring a robust base for the buildings. This involves using a specific concrete mix (6:3:1) for flooring and a reinforced mix (4:2:1) for critical structural elements like the WC.
  • Building Construction: The construction of red brick buildings is planned, utilizing uniform bricks and quality mortar. This will create durable structures that are essential for the market's functionality.
  • Plumbing Works: Comprehensive plumbing systems will be installed, including insulation for washing areas and water tanks, alongside a water suction system designed to manage waste effectively.
  • Welding Works: Structural integrity will be enhanced through welding, including the installation of a roof and side panels using durable materials to ensure longevity and resistance to environmental factors.
  • Doors and Windows Installation: The installation of secure doors and windows will complete the market's infrastructure, providing safety and accessibility for users.
  • Finishing Touches: A banner will be painted to promote the association managing the market, enhancing its visibility and community engagement.
  • The total cost of the project will be calculated, including a 17% VAT, ensuring that all financial estimates are transparent and accountable. This rehabilitation is expected to significantly improve the operational efficiency and safety of the fish markets, benefiting local fish vendors and the community at large.

  • renovate the structure to create a dedicated space for the meat vendors.
  • Ensure the design incorporates necessary features for meat handling, such as proper ventilation, temperature control, and drainage.
  • Consider incorporating partitions or barriers to separate different types of meat.
  1. Water and sanitation facilities
