Dear Sir / Madam,

CRS-USCCB Sudan Program is looking for traders/businesses/Farmers’ groups/SMEs to provide the items/services shown in Attachment 1 (Scope of Work) at a competitive price and with high quality.  

CRS Requirements

1. Must Be Registered to conduct the business and in compliance with federal government tax regulations in Sudan.
2. Experience in supplying International Organizations, Non-Governmental Organizations, or large private companies in Gedaref will be an advantage.
3. Must have not declared or be in the process of declaring bankruptcy and have an acceptable track record and uninterrupted business operations for at least 1 year. Supporting documentation will be required to submit.
4. Have not been convicted for an offense concerning professional conduct.
5. Have the capacity, operational personnel, and capital to provide the required services.
6. Must have a proven track record of experience in supplying/ providing similar services to International Organizations, Non-Governmental Organizations including CRS, or large private companies in Gedaref.  
7. CRS will support communities in 9  villages in Gafaref 5villages of Gala Alnahal and 4 villages for Fashaga, Alshowak localities of Gedaref. Each potential supplier will supply inputs to up to 5,000HHs (2500 HHs in Gala Alnahal and 2500 HHs in Alshowal locality,  and up to 9 farmer/Savings groups from these communities.
8. The trader must be engaged in input supply, aggregation, output marketing, transportation of agricultural supplies or provision of post-harvest handling solutions. (Storage bags and tarpaulins).
9. Must have the capacity to support any of the targeted project Farmer-to-Farmer value chains –, sorghum, millet, , and tarpaulins/plastic sheets and storage bags in Gedaref.
10. The financial proposal must be submitted as per the attached Scope of Work (Annex I).  NOTE: The SOW is subject to change based on Donor approval and actual needs on the ground. 
11. Are not in situations of conflict of interest (e.g., with primary relationship to family or business relationship to parties on a tender committee or any person in CRS).
12. CRS retains the right to reject, cancel, negotiate, amend, split and accept any offer, without consideration of the lowest offer. Furthermore, CRS reserves the right to reject any and all bids, if such action is considered to be in the best interest of CRS.
13. This RFQ does not obligate CRS to execute any contract, nor does it commit CRS to paying any costs incurred in the preparation of the bids.
14. This is an invitation to traders/businesses/Farmers’ groups/SMEs  and is not a promise or obligation that CRS will contract with the traders/businesses/Farmers’ groups/SMEs through the submitted offers.
15. Relevant bid committee may request for physical samples of some items during evaluation process of bids.
16. CRS may ask the bidders for additional information at any time during the solicitation process.
17. Due to the high volume of communications, we will not issue confirmation of receipt of bids.
18. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. CRS reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the Bidder specifies otherwise in the offer.
19. The banking information should be specific and complete as per the attached Bank Information Sheet (Attachment II).
20. Bidder/Trader is  responsible for all resources needed for providing seeds and other items, on site occurred during this period (exception for force majeure).
21. CRS will keep a total payment and will be informed at the signing of the Contract which will be paid  after completion of total allocated targets for distribution, verification of distribution list, and submission of the completion report.   
22. Late submissions, modifications, revisions, and withdrawals of offers: 
    1. Any offer, modification, revision, or withdrawal of an offer received at the CRS office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless otherwise CRS makes any exceptions.
    2. Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. An offer may be withdrawn in person by a Bidder or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
23. Those who are having existing and active presence in Gedaref, are only eligible to apply for Gedaref.

منظمة الاغاثة الكاثولوكية  في السودان تبحث عن شركات لتوفير  المواد / الخدمات الموضحة في المرفق 1 باسعار منافسة وجودة عالية.

المتطلبات العامة:

1. يجب أن يكون مسجلا لإجراء الأعمال التجارية مع ما يتوافق ولوائح الضرائب الحكومية في السودان .
2. الخبرة في توفير الخدمات للمنظمات الدولية، والمنظمات غير الحكومية، أو الشركات الكبيرة الخاصة ستكون ميزة.

3. يجب ألا يكون قد أعلن عن إفلاسه أو في عملية إعلان الإفلاس ويجب أن يكون لديه سجل حافل وعمليات تشغيل تجارية غير منقطعة لمدة عام على الأقل مطلوب تقديم المستندات الداعمة.

4. يجب أن لا يكون قد أدين بجريمة تتعلق بالسلوك المهني.

5. يجب أن يكون لديه القدرة والموظفين التشغيليين ورأس المال لتقديم الخدمات المطلوبة.

6. يجب أن يكون لديه سجل حافل من الخبرة في توريد/تقديم خدمات مماثلة للمنظمات الدولية، والمنظمات غير الحكومية، أو الشركات الكبيرة الخاصة. سيكون ذلك ميزة إضافية.
7. منظمة الاغاثة الكاثوليكية ستقدم مساعدة لعدد 9  قرية في ولاية  القضارف(  5 قرى في محلية قلع النحل و 4 قرى في  الفشقة الشواك.علي كل مورد توريد  مدخلات زراعية الي ما يقارب 5000 اسرة للقضارف( 2500 اسرة في قلع النحل و 2500 في الفشقة وحدة ادارية الشواك) و 9 مجموعات زراعية\ادخار بهذه القري ويتم ذلك بمشاركة علي الاقل واحد من التجار المحليين او رواد الاعمال او المجموعات الزراعية
8. التاجر يجب ان يقوم بجمع  وترحيل وتوفير المدخلات الزراعية المطلوبة و المعدات اللازمة  للحصاد( جولات ومشمعات)
9. يجب ان يكون لدية القدرة علي مساعدة في تعزيز القيمة المضافة الذرة  و السمسم بالقضارف
10. التصور المالي يجب ان يرسل وفقا لطبيعة العمل المرفق
11. يجب الا يكون هنالك تضارب للمصالح
12. تحتفظ CRS بالحق في رفض، إلغاء، التفاوض، تعديل، تقسيم، وقبول أي عرض، دون النظر إلى العرض الأدنى. علاوة على ذلك، تحتفظ CRS بحق رفض أي وجميع العروض إذا كانت هذه الإجراءات تعتبر في مصلحة CRS.

13. هذا الطلب للعروض لا يلزم CRS بتنفيذ أي عقد، ولا يلزم CRS بدفع أي تكاليف تكبدت في إعداد العروض.

14. هذه دعوة للموردين وليست وعدًا أو التزامًا من CRS بتعاقد مع الموردين من خلال العروض المقدمة.

15. قد يطلب اللجنة المختصة طلب عينات فعلية من بعض العناصر أثناء عملية تقييم العروض.

17. نظرًا لارتفاع حجم التواصل، لن نصدر تأكيداً بتلقي العروض.
18. الكميات لوحدها لا تستوفي الشروط مالم تتوفر المواصافات النوعية المطلوبة

20. مقدم الخدمة مسؤول عن توريد البذور والمواد الاخري في المكان المحدد خلال فتر العقد
21. منظمة الاغاثة الكاثوليكية سوف تحتفظ بقيمة العقد  بعد التوقيع وسوف تدفع بعد اكمال الخدمة  وتقديم تقرير بذلك
22. تسليم العطاءات المتاخرة   تعديل مراجعة وسحب العطاء

ا- اي عرض تم تديله مراجعته سحبه بعد تاريخ تسليم العطاءات يتم إبعاده مالم المنظمة تقوم باستثناءات  في ذلك

ب – اي عرض يتم سحبه في اي زمن قبل الموعد المحدد لتسليم العطاء   يجب ان يكون مكتوبا ومتماشيا مع شروط سحب العطاءات لدي المنظمة

Payment Terms

1. Quotation should remain valid for a period of at least ninety (90) days from the submission closing date.
2. Payment shall be made via bank transfer preferably through BANKAK Account or bank cheque or wire transfer.
3. All payments will be made in SDGs.
4. Payment is processed between 20-30 working days from the date of receiving the correct and accepted invoice.
5. Payment shall be made upon verification and acceptance of services according to contract Purchase order. Signed Service Completion Form shall be attached to the final invoice.
6. Payments will be to the selected Bidders/traders upon received and conformation through good received.

1. يجب أن يظل العرض ساريًا لمدة تصل إلى تسعين (90) يومًا من تاريخ إغلاق التقديم.

2. يتم إجراء الدفع عبر شيك بنكي ؛  تحويل بنكي او حساب بنكك (بنك ألخرطوم).

3. ستتم كل الدفعيات بالجنيه السوداني

4. سيتم معالجة الدفع في غضون  20-30  يوم عمل من تاريخ استلام الفاتورة الصحيحة والمقبولة.
5. يتم إجراء الدفع بعد التحقق وقبول الخدمات وفقًا لشروط أمر الشراء في العقد. يجب أن يتم إرفاق نموذج استكمال الخدمة الموقع مع الفاتورة.

6. سيتم دفع قيمة العطاء بعد اكتمال استلام المواد واستخراج شهادة بذلك

Bid Requirements

Offers that do not meet the following will be automatically rejected regardless of price:

1. Offers must be received before the stated deadline.
2. Offers must include all information requested above.
3.  Unit prices must be provided for all items mentioned in the SOW. Offers that only include totals will be rejected.
4. The pricing of each item shall be in SDG and the payment will be made in SDG to the respective bank account.
5. Bids must be submitted through either 1) Email address for the bid )tenders.sudan@crs.org or 2) CRS Gedaref office Tender Box for receiving bids.
6. Offers must be clean & clear. The bidder should sign and stamp next to handwritten corrections or corrections made with whiteout. 
7. Offers must be complete from all sides, signed, dated, and stamped on all pages.

سوف يتم رفض أي عطاء لا يلتزم بالشروط أدناه بغض النظر عن السعر:

1. سيتم رفض أي طلب يقدم بعد التاريخ والوقت المحدد لقبول العطاءات.
2. يجب أن تتضمن العروض جميع المعلومات المطلوبة أعلاه.
3. جميع الاسعار يجب ان تكتب لكل بند أو فقرة على حدة، ويتم رفض العطاءات التي تحتوي على الإجمالي فقط. 
4. يجب ان يكون تسعير البنود بالجنيه السوداني على ان يتم الدفع بالجنيه السوداني  الي الرقم الصرفي للعميل
5.  يجب تقديم العروض في مكتب المنظمة في القضارف او عن طريق الايمل tenders.sudan@crs.org . يجب تقديم عروض المناقصات المنفصلة بشكل منفصل. قد تتسبب أي مستندات مفقودة في رفض العرض.
6. العروض يجب أن تكون نظيفة وواضحة، يجب التوقيع والختم في مكان أي تصحيح يدوي أو باستخدام قلم التصحيح الابيض. 
7. يجب أن تكون العروض كاملة من جميع الجوانب، موقعة بتاريخ واضح ومختومة على جميع الصفحات.
