Baseline Survey for Strengthening Inclusive Partnerships for Smallholders in Rain-fed Areas (SIPRA)

The objective of this baseline study is to set targets for project indicators, against which the performance of the project will be assessed in line with the project impact pathway/theory of change, to provide the basis for subsequent evaluations of how relevant, effective and efficient the program is being implemented, and to be able to measure program performance over time. The overall aim is to provide the basis for making strategic decisions on programme directions and learn key lessons for SIPRA and similar resilience programmes in the Horn of Africa/ Sudan. A baseline study is needed to establish a bench mark for performance evaluatio.
