Background

Saferworld, invites qualified offerors to submit proposals to provide medical insurance cover for its employees & their dependents (~ 12 staff and ~44 dependents) located in Khartoum; Darfur (North, Central and South Darfur); Eastern Sudan (Red Sea, Kassala and Gederif); South Kordofan and Blue Nile. Group Personal Accident, and Life insurance for all approximately 12 employees (actual staff number is subject to change throughout the course of this contract).

 

Objectives

The objective of this procurement is to provide medical insurance cover for Saferworld staff and their dependents, Group Personal Accident, and Life insurance to Saferworld staff.

 

Specifications for Services

For the Health/Medical Insurance - The offeror should provide at a minimum the following covered services and document this in Attachment. Please note, the following are medical coverage requirements per Saferworld policy therefore if a proposal does not provide these services, the offeror must provide a written justification as to why you cannot provide coverage for all listed requirements:

 

Access to functional medical facilities throughout Sudan and particularly in Khartoum; Darfur (North, Central and South Darfur); Eastern Sudan (Red Sea, Kassala and Gederif); South Kordofan and Blue Nile.

  • In country, day to day treatment and full medical check ups
  • HIV Care, Treatment and Support Services
  • Chronic care, including pre-existing conditions (inclusive of HIV/AIDS)
  • Ambulance Services
  • Hospitalization – inpatient care
  • Outpatient care
  • Bed limit,
  • last expense (funeral),
  • evacuation- emergency air rescue/evacuation
  • Post-Hospitalization Treatment
  • Surgical Care/Major Intervention
  • Maternity Care
  • Physician Fees
  • Prescription Drugs
  • Specialist and Consultant Fees
  • Optical care
  • Dental Care
  • Hearing Care
  • Diagnostic Tests, medical scanning, imagery services
  • Covid-19 related care and treatment
  • For the Life Insurance plan, the offeror should provide at a minimum the following covered services

 

Life insurance

A detailed list of exclusions

Life insurance coverage for COVID-19 related death

Inclusion of any additional riders/coverage to provide a funeral benefit

 

For the Group Personal Accident plan, the offer should provide at a minimum the following covered services:

 

Full details and coverage levels for the short and long-term disability coverage

A detailed list of exclusions

Submission of Proposals:

The Offeror’s proposal must be accompanied by a cover letter typed on official organizational letterhead and signed by an individual who has signatory authority for the offeror. The offeror must submit a complete proposal package on or before the due date and time to jobs@saferworld.org.uk . Proposals must be submitted by email only with the subject line “Sudan Medical insurance, Life insurance and GPA”

 

The proposals must be prepared in two separate volumes: i. Technical Proposal; and ii. Cost Proposal. The technical and cost proposal must be kept separate. Technical proposals must not make reference to pricing data in order to evaluate the technical proposal strictly on the basis of technical merit.
