DESCRIPTION OF SERVICES

1.0 INTRODUCTION
CRS Sudan is in the process of identifying a suitable and reliable firm to Supply, Install and Configure LAN & Wireless Network Infrastructure for the new office building which consists of 4 floors. The Ground floor have 2 duplex flats each one has 3 Rooms 1 big hall and 1 saloon 1 kitchen  & 2 bathrooms. Each floor consists of 2 flats each flat has 3 rooms 1 hall  1 kitchen & 2 bathrooms ,the building has 10 identical flats  & 2 Duplex flats.

Also, CRS need to install, Configure CCTV system including Outdoor ,indoor ,night Vision ,PTZ Cameras (training of security people & some staff should be included) & telephony system include 100 phones.

2.0 SCOPE OF PROJECT
The tables highlight a breakdown of the access points (APs) required to be installed in the buildings to increase wireless coverage the Devices should be provided by CRS and installed by the supplier plus PBX phones & CCTV system for the building

3.0 Technical specifications
The equipment to be installed shall have the following minimum technical specifications
1. Mandatory: Items to be provided should not have End of Life (EOL) less than 2026 (3 years)

CRS  will provide technical specifications of the proposed equipment they intend the supplier to provide and install it in CRS Premises. although CRS will  request the tenderers attach Drawings ,brochures and proof of concept to assist in evaluation & select the best offer technically & financially.

4.0 Tasks to be completed during implementation will include:
1. Delivery of hardware requirements of the network infrastructure as provided in the specifications.
2. Provide a detailed project implementation plan.
4. Select the proper positions & Installation for all points.
5. Provide documentation proposal (including schematic diagrams) of all installations and configurations done during the implementation phase.
6. Develop and document a 1 Year Service Level Agreement for long-term maintenance of any Point ,Patch panel, Rack  commissioning of the project.
5.0 PERSONNEL QUALIFICATION:
The personnel that will do the project should ideally possess the following qualifications: -
Team leader/Project Manager
-At least a bachelor’s degree in ICT related field from a recognized University or College.
-At least 3yrs related work experience at a senior level in a big Organization.
-Membership in professional bodies/Association is plus.

ICT Engineers

-At least a Diploma in ICT related field from a recognized University or College.
- At least 2yrs related work experience in a big Organization.
In case of personnel change, the new personnel identifications and curriculum vitae shall have to be provided and verified by the immediate supervisor before they report to work on behalf of the service provider.
The personnel shall not include anyone on attachment from the service provider.
In case the service provider wishes to add some third personnel, CRS shall be notified in writing and the request approved By CRS.

Technicians

- At least have Sudanese certificate.

-Provide solid proof of network installations including the project they participated in

6.0 WORKING EQUIPMENT
The Service provider is required to possess standard maintenance working equipment at all times and maintain them at their cost.

7.0 ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE CLIENT
I. CRS will endeavor to provide as much information and documentation
required and sufficient for the contractor & CRS will provide a workstation on need basis.
ii. CRS will provide copies of existing relevant reports and documents.
iii. CRS will nominate a Representative who will maintain regular contact with the providers on matters regarding this assignment.
iv.CRS will provide appropriate administrative support to the team
v. CRS will provide Gate passes as necessary

8.0 ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE SERVICE PROVIDER
The tenderer must provide equipment, supplies and staffs at all the required times, and on call basis after project implementation to ensure that the system is up and running and that any problems with the system are addressed & solved.

9.0 GENERAL CONTRACT TERMS
a) The successful firm will start the services immediately following the completion of the procurement process and as specified in the Contract

b) An agreement will be drawn detailing the levels of engagement between the parties.
c) The rates quoted will remain in force for the full period of the contract. No demand for revision of rates or variation on any account shall be entered during the contract.
d) The service provider shall operate as per specified guidelines and follow all documentation procedures as mentioned by the Commission.
e) If the services provided by the contractual service provider are not found to be satisfactory, one-week advance notice shall be provided before the termination of the contract by CRS.
f) In event the service contractor does not carry out the services as scheduled or on any emergency call, CRS  would terminate the contract in terms of the provisions herein.

10.0 Materials & work required:

The scope of work shall consist of supply, installation and preparation of design, drawings, test and commission of LAN / Wi Fi system in all respects and its maintenance during warranty period to the following (to be extended as per requirement) :
1. installation of Racks, Cameras, switches, indoor/outdoor access points, Wireless LAN controllers, Modules ,face plates , cables, lapels & accessories as per the specifications outlined in the tender document and its maintenance and management for 1 year & 3 years for the hardware.

2. All hardware must be IPv6 compliant. Existing hardware must be checked for IPv6 compliance.
3. Be centrally manageable across all sites. All the proposed solution should be managed from a centralized location.

Space for centrally managed would be provided by the CRS.
4. The Tenderer shall provide complete end to end solution, configuration, administration and operational documentation of overview, implementation instructions, backup procedure etc. It shall be short, simple and shall include pictures showing operator procedures,

Network Documentation along with Labeling of Cables, I/Os, Jack Panel, Switches and Access Points. to be installed by the tenderer & tested by CRS representatives
7. Repair/Refurnishing work owing to damage caused due to cabling or any other work related to this Project. There should not be any hanging or uncovered wire.
8. Network segmentation and Network Monitoring though network management Software for wired and wireless in such a fashion that there shall be seamless integration of Wireless & Wired infrastructure.

9. Design of wireless systems for all the location of access points as to provide coverage as outlined in the documents. The coverage criteria shall be:
a) At least -65dBm at 95% of the intended coverage locations
b) At least -70dBm at 100% of the intended coverage locations.
(If failed, extra access points to be added  provided by CRS but all civil work will be done by the tenderer)
In hostels and residential area, Wi- Fi must cover all rooms, and common area. Within the building
10. configure the wired and wireless to implement the design.
11. Proper physical protection to be given to all the access points.
12. The tenderer shall be responsible to draw complete site plan and network layout in the form of diagram or chart of work done and the equipment installed at the site. Complete Network Architecture in detail shall be submitted by the firm to the CRS in soft as well as hard copy.
13. The network design must support to be scalable for future expansion without capacity throughput, or other performance constraints.

14. The system should be able to provide network and internet access to any device which is Wi-Fi enabled in CRS building .

The user can access the internet on any of their smart devices such as Smart Phones, Laptops and Tablets etc. in any point withing the building area.

15.Server Room should be installed to manage cables ,Racks & all cables should be organized labeled . UPS power supply , switches, Routers, CCTV devices….etc. should be installed & organized .

16.any events (events shall mean one or more of the following acts or events: Acts of God or events ). beyond the reasonable control of the Affected Party which could not reasonably have been expected to occur, exceptionally adverse weather conditions, lightning, earthquake, cyclone, flood, volcanic eruption or fire or landslide; Radioactive contamination or ionizing radiation etc.
12.0 Inspection and Tests :
CRS or his representatives shall have the right to inspect the works, offices, showrooms, service centers of any bidder, for verification of facts furnished by the bidder in support of his bid documents, and the bidder is bound to answer any query made by the contractor.

CRS or his representative shall have the right to inspect and test any device as per prescribed test schedules for their conformity to the specifications.

Where CRS decides to conduct such tests in the premises of the
supplier or its contractor(s), all reasonable facilities and assistance like testing instruments and other test gadgets including access to drawing and production data shall be furnished to the inspectors at no charge to CRS.
