The International Rescue Committee responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future.

1.  Introduction

The International Rescue Committee (IRC) is an international humanitarian organization with operations in several districts in the country. The IRC is seeking the services of a suitably qualified individual consultant or an experienced firm of consultants to undertake a Need assessment for new IRC area of intervention. The project to be evaluated is called, Environmental Health, Health, Integrated protection, Economic recovery and Development, Education in South Kordofan, Blue Nile, Kassala, Gadaref and Khartoum.

Project Name : Environmental Health, Health, Integrated protection, Economic recovery and Development, Education Support to Communities Recovering from Multiple Crises in South Kordofan, Blue Nile, Kassala, Gadarif and Khartoum

Objective of the Consultancy: To undertake a Need Assessments for the Environmental Health (WASH), Health, Integrated protection, Economic recovery and Development, Education interventions project in South Kordofan, Blue Nile, Gadarif and Khartoum.

Period of the Project : 8th September 2022 to 28th  September 2022

IRC  is the intent of this Request for Proposal to secure competitive quotation to select a supplier or vendor for the International Rescue committee, Sudan Country Programme /Khartoum office to supply items in the attached RFP to or at IRC Khartoum office.

Evaluation and Comparison of Bids

Bids determined to be substantially responsive will be considered for the evaluation process with the below scoring criteria.

1. Financial Proposal

A clearly defined financial proposal should be part of the consultancy proposal highlighting:

• Itemized consultant’s fees should indicate professional rate and subsistence allowance.
• Validity period of the quotation.
• Expected payment schedule and method.

2. Mandatory Requirements for Eligibility

• Curriculum Vitae of the Consultant should at least have three contactable references of similar work done in the past 5 years.
• Past performance references for similar assignments.
• Writing sample of an evaluation report or relevant study (unedited) for Multi Sector Need Assessment Report for each location South Kordofan, Khartoum, Blue Nile, and Gadaref.
• Financial proposal, including any costs necessary to complete the assignment, consultant number of days and daily professional fee rates.
• List of Staff member for each location.
